The Christopher A. Pugh II Center (CPC) is seeking an experienced and mission-driven Program Manager to lead and oversee our workforce development, reentry, mentoring, and community-based programs serving justice-involved youth and adults.
This is a senior leadership role responsible for program strategy, grant compliance, partnerships, staff performance, and measurable outcomes across CPC’s correctional and community programs.
KEY RESPONSIBILITIES
Program Strategy & Leadership
- Lead the design, implementation, and continuous improvement of CPC’s workforce development, reentry, technology training, and mentoring programs
- Translate CPC’s mission into operational plans, performance metrics, and grant deliverables
- Identify service gaps, workforce trends, and new program opportunities
Grant & Contract Management
- Research, develop, and pursue funding opportunities
- Manage all program grants, contracts, reporting, compliance, and deliverables
- Monitor budgets, allowable costs, and program expenditures
- Prepare reports for funders, the CPC Board, and government partners
Performance Management & Data Oversight
- Track KPIs including enrollment, completion, placement, retention, and wages
- Ensure accurate documentation, case records, and outcome tracking
- Use data to drive program improvement and accountability
Partnership & Workforce Pipeline Development
- Build relationships with employers, workforce boards, schools, correctional facilities, and community partners
- Create pipelines for job placement, apprenticeships, and on-the-job training
- Execute MOUs and service agreements
Staff Leadership & Operations
- Supervise case managers, facilitators, and frontline staff
- Provide training, coaching, and performance management
- Lead collaboration across finance, compliance, and administration
Innovation & Continuous Improvement
- Implement best practices in workforce development and reentry
- Lead pilot programs and special projects
- Support grant development and sustainability planning
QUALIFICATIONS
- Bachelor’s degree required (Master’s preferred)
- 5 years of experience leading workforce, reentry, or grant-funded programs
- Experience managing multi-site or large-scale programs
- Strong grant compliance and reporting background
- Proven success in employer engagement and workforce placement
- Excellent leadership, communication, and stakeholder management skills
- Proficiency in Microsoft Office and reporting systems
- Ability to work in justice-involved and correctional settings
