What are the responsibilities and job description for the Environmental Inspector position at Christian County Health Department?

Under the general direction of the Director of Environmental Health, the Lead & West Nile Inspector is responsible for insuring the safe and healthful environment of public places, especially relating to establishing protection from lead poisoning and West Nile, through technical field inspections, compliance, and educational activities. Instructions received for new assignments are both verbal and written but clearly describe the assignment and methods and procedures for work performance. Work is carried out in accordance with specific established procedures. The Lead & West Nile Inspector works under the close supervision of the Director of Environmental Health Services.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

1. Provide education and conduct site visits at homes where an occupant has an elevated blood level (EBL)

2. Provide education on lead paint and healthy home hazards to enroll household with expectant parents and/or young children

3. Schedule conduct, and track all education site visits as well as any mitigation plan that is needed or follow-up inspection.

4. When a house hold is found to be in non-compliance of a home inspection, the States Attorney and the Public Health Administrator shall be notified.

5. Assist in the scheduling and coordination of a Lead Abatement Contractor when homes met the requirements to have a renovation, repair, or repainting done in the home to remove the lead when grant funds are available.

6. Assists with collection of data, documentary evidence, etc., for use in prosecution of cases of non-compliance and epidemiological investigations.

7. Explains state laws, local ordinances, rules, and regulations’ offers guidance on sanitation practices and principles; advises regarding improvements or correction necessary to assure compliance with applicable laws, rules, and regulations.

8. Perform onsite investigations of potential mosquito breeding sites.

9. Collect dead birds and prepare shipping to the state lab for testing

10. Collect mosquitoes weekly, refill traps, maintain traps to ensure they are functional and working correctly to collect the mosquitoes.

11. Test the collected mosquitoes through the equipment to see if any pools collected test positive for West Nile. If a positive case if found, notify the Public Health Administrator

12. Provide educational materials on self-protection, larviciding, and adulticiding to any municipalities, organizations, public entities, and the Christian County residents.

14. Inspects restaurants, grocery stores, and other public food establishments to determine compliance with local and state regulations relating to food storage and preparation and overall facility cleanliness as needed

15. Performs inspections and facilitates inspections with other staff of Temporary Food Service Facilities including, but not limited to Farmers’s markets and community/food events.

16. Communicates with food establishments, City and County planners, City and County inspectors, fire departments, state plumbers, and the general public.

17. Maintains all program records according to all IDPH program and FDA program standards;

18. Performs other duties as assigned.

QUALIFICATIONS

Training and Experience

  • Requires the ability to be certified as a Registered Sanitarian through acquisition of a bachelor’s degree from an accredited college or university with a minimum of 30 semester hours or 45 quarter hours in physical and/or biological sciences or an equivalent combination of education and experience.
  • Must be trained in CPR. If the candidate is not trained at time of employment, training will be provided within a reasonable time by the employer.
  • Must obtain a lead inspector license. If the candidate is not trained at time of employment, training will be provided within a reasonable time by the employer.
  • Must obtain a lead assessor license. If the candidate is not trained at time of employment, training will be provided within a reasonable time by the employer.
  • Licensed Environmental Health Practitioner (NOT REQUIRED) however, obtaining this license will increase the salary of the inspector the next fiscal year that starts on December 1st.

Required Knowledge, Skills and Abilities

1. Must have a valid driver’s license and auto insurance.

2. General working knowledge of the causes and suppression of food and water borne infections.

3. General working knowledge of laws and regulations pertaining to the management of environmental health.

4. General working knowledge of inspection techniques related to food establishments and water facilities.

5. General working knowledge of scientific methodology as it relates to collection and testing of material samples.

6. Skill at oral communication as it relates to both negotiating and educating others under adverse conditions.

7. The ability to establish and maintain effective working relationships with public and private groups and individuals.

8. The ability to work in inclement weather and under varying conditions of sanitation and temperature.

9. The ability to take precautions against potential health risks associated with food and environmental health.

10. Knowledge of database management programs and an ability to use computer.

WORKING CONDITIONS:

1. This is an Hourly Non-Exempt position

2. Working environment: Christian County Health Department offices, outreach sites, food services, area properties. Work will often be conducted on-site and outdoors

3. Hours of work: 8:00 a.m. to 4:00 p.m., Monday through Friday, with a one-hour lunch break (35 hours per week) and other hours as assigned for special circumstances. The position is full time.

4. Travel: Must travel in automobile by self and have a valid driver’s license.

5. Work space: Office, area food services, properties

6. Christian County requires residency for all employees, but this requirement may be waived under certain circumstances.

7. This position will involve potential exposure to disease agents. Being a regulatory function based around compliance, the position could involve conflict.

Pay: $22.00 - $26.47 per hour
