Purpose of Position JOB SUMMARY The job duties of the Network Engineer include but are not limited to design, build, and implement secure network and server systems across the enterprise; includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all local, wide and community area network connections (including City of Chippewa), servers, phones system, associated operating systems and software and communication links; responsible for Chippewa County and City of Chippewa Falls computer network security; ensuring the compliance with all internal and regulatory guidelines regarding protection of sensitive data; troubleshoots network performance issues, as well as analyzes network traffic and provides capacity planning solutions; analyzes and resolves end-user hardware, software, and network problems and provides end-user training as required; act as lead for Network Analyst, Programmer Analyst and System Analyst personnel for guidance on projects, prioritization and decision making; and to provide responsive, courteous and efficient service to County residents and the general public. Essential Duties and Responsibilities DUTIES AND RESPONSIBILITIES The duties described below are indicative of what the Network Engineer might be asked to perform. This job description is to incorporate any county ordinances created for the position of Network Engineer.

This is not an exhaustive list of job responsibilities and therefore other duties may be assigned: Administrative Functions: Coordinate the design, configuration, implementation, maintenance and support of County networks, including Local Area Network (LAN), Wide Area Network (WAN), Community Area Network (CAN), City of Chippewa network and all related devices and operating systems. Provide project management for all server and network related projects; provide project status reports; ensure that projects are completed on time, and meet stated objectives. Coordinates installation and deployment of application software, service packs, and critical updates using enterprise deployment process.

Implement data backup and restoration procedures for networks, servers and other systems as needed; ensure all data necessary is backed up and stored off site; test data backup procedures; archive emails according to retention policy. Consult with end users regarding software needs and problems; Implement and test software modifications and applications; instruct users on modifications and applications. Provide technical and analytical assistance to users in the identification and solution of data communications; Local Area Networks, Wide Area Networks, servers, and PC problems.

Implement and administer VOIP phone system into current environment. Perform other technical duties as needed to maintain systems up-time. Provide on-call service for after-hours IT emergencies as part of a rotation.

Plan, design and support of an enterprise cyber/information security program. Defines, implements, and maintains information security, policy, incident response, and cyber security risk assessments. Identify security gaps and implement recommended enhancements or changes.

Research new technologies and identify solutions for enhancing Chippewa County's information solutions and security. Ensures daily monitoring of network intrusion detection and prevention systems. Identifies and communicates current and emerging security threats.

Prepares and maintains security-related documentation. Promotes and provides security training and increases security awareness for end users. Policy Functions: Develop and maintain procedures, and internal controls regarding network and application access including security management for workstations, servers.

Networks, databases and application security. Implement security strategies using group policies and best practices. Administer databases and end user accounts ensuring appropriate permissions to servers; data, e-mail, remote access, etc.

Attend training, technical conferences, and seminars; review publications to keep current regarding new network, software, hardware, security products, IT procedures and best practices. Lead Functions: Act as lead position for Network Analysts, Programmer Analyst and Technical Support Analyst positions to provide decision making, prioritization, and overall guidance on projects. Distribute work among co-workers and others.

Assist in the Interview process and make hiring recommendations. Provide instructions and train Network Analyst/Program Analyst/ System Analyst staff on county procedure and setup. Community Relations Functions: Consult with State Agencies on statutory regulations pertaining to County and City Departments.

Work with CINC members and other outside vendors on configurations for current and future fiber needs. Work cooperatively with the City of Chippewa falls, CINC, the State of Wisconsin, and other agencies for shared network and application services, maintenance, and future planning. Customers: All Chippewa County and City of Chippewa Falls employees, managers and directors that the IT Division serves.

RWC Consortium providers/suppliers County Board, City Council Team Members: Employees of the IT Division and DOA City of Chippewa Falls IT Liaison CINC & GIPAW members Vendors Minimum Qualifications QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment. EDUCATION AND/OR EXPERIENCE: Bachelor's degree in Business Administration, MIS, Computer Science or related field with minimum of three (3) years computer networking experience including project management and system analysis experience required; -Or- Associate's degree in Information Technology or related field with a minimum of six (6) years computer networking experience including project management and systems analysis experience required.

Cisco experience is preferred. Virtualization experience with Hyper-V is preferred. Cyber security experience preferred.

A cell phone is required. A valid driver's license required. Computer Employee Specifications: Application of systems analysis techniques and procedures, including consultation with users to determine hardware, software or system function specifications Design, develop, create, test, or modify computer systems or programs based on user or system design specifications.

Design, documentation, testing, creation, or modification of computer programs related to machine operating systems. Detailed knowledge and skill in current Information Technology, industry standards and best practices including: Proficiency in network design, configuration, operation, troubleshooting and security in a complex network environment Proficiency in Active Directory and group policies Proficiency in configuration, installation and operational support of network servers, database servers, personal computers and their operating systems Proficiency in implementing and supporting voice, data and video applications both internally and with outside agencies Product specific knowledge of and experience with Cisco networking products, Enterprise SAN, Microsoft windows server operating systems and Office 365 and Microsoft SQL Backup hardware, software and emergency procedures and planning Experience with documentation standards and best practices Proven implementation experience with all high availability features of Hyper-V including, Failover Clustering, Switch design, advanced performance troubleshooting, command line utilities, working knowledge of the virtual file systems (including configuration and management), creating clones, images and templates, resource allocation, and system monitoring. Hands on experience with Hyper-V; installation and configuration.

Solid understanding of Enterprise SAN technology and how Hyper-V is implemented with shared storage strategies for performance and optimization across logical and physical network topologies. Demonstrated ability to work independently and in a team environment to effectively prioritize tasks, identify problems, and propose alternative solutions. Workstation security management (virus prevention, desktop management tools, group policy enforcement, etc.) Network security management (Remote Access Systems, VPN, firewall security) Application security (email and other business related applications) database systems security management (Oracle, SQL Server, etc.) Experience with Windows clustering

Solid understanding of IP networking, DNS, DHCP, streaming protocols and monitoring. Experience with IIS and web technologies. Excellent analytical, organizational, verbal and written communication skills are required, plus a strong attention to detail.
