Summary 

The Licensing and Compliance Coordinator is responsible for managing and ensuring that families and staff are in compliance with regulations to deliver high quality care and services in the Treatment Foster Care Program. This role is responsible for tracking records of families, clients and staff; delivering frequent reports regarding the status of records and documentation; and the role is responsible for on-going communication with director regarding any concerns and deadlines.


The Children's Guild is a nonprofit organization serving children, families, and child-serving organizations. We provide individualized transformational experiences to ensure children, families, and communities thrive through education, behavioral health, management, and consulting services. The Children's Guild operates the Monarch Academy public charter and contract schools, Monarch Preschool College Park, The Children's Guild DC Public Charter School, The Children’s Guild Transformation Academy, the TranZed Academy for Working Students, TranZed Apprenticeships, treatment foster care, and outpatient mental health clinics.  We are among the most experienced child-serving organizations in the Greater Baltimore/Washington region and are currently expanding in regional and national programs. 

Essential Duties and Responsibilities

  • The Licensing and Compliance Coordinator provides support to the Program Director of Family Life Education and the Family Life Education Program
  • Collaboration with Compliance and HR Department
  • Maintain a caseload of 2-3 cases.
  • All other duties as assigned.

 

Knowledge, Skills, & Abilities 

 

  • Office Management experience, to include designing and implementing office policies and establishing standard operating procedures.
  • Computer proficiency to include Microsoft Word and Excel, strong organizational and record keeping skills.
  • Demonstrated ability to anticipate program needs.
  • Proficiency at written and oral communication and interface with intergovernmental agencies.
  • Experience that includes a comfort level with working in the community.

Key Result Area #1:  Foster Parent Recertification and Compliance

 

  1. Tracking treatment parent annual re-certification documents have been completed and entered into the files.
  2. Tracking Treatment parent re-certification requirements have been met and documentation has been placed in the files in accordance with COMAR mandates.
  3. Tracking The foster parent training database is updated and remains current within one calendar month.
  4. Treatment parent homes are visited at least once yearly to ensure home environment is in accordance with State, Federal and agency.
  5. Ensure protection and security of youth and treatment family files.
  6. Work with OMHC and Foster Care to manage compliance with CARF
  7. Collaborate with compliance team to ensure OMHC and Foster care are up to date with necessary documentation and tasks
  8. Other compliance duties as assigned

 

Key Result Area # 2: Licensing and Contract Reporting

 

  1. Completes monthly youth census reports to OLM.
  2. Completes monthly foster parent census reports
  3. Completes quarterly CQI analysis, agency annual reports, and other reports that track program compliance.
  4. Establishes systems to ensure agency compliance mandates are being met.
  5. Designs and implement office policies.
  6. Establishes standards and procedures.
  7. Receives OLM licensing monitor and assists them with quarterly and annual audits.

 

 

Key Result Area #3: Office Management

 

 

  1. Transfers and disposes records according to retention schedules and policies
  2. Ensures that documentation from the Criminal Justice Information System for staff, treatment parents and household member of 18 and has been completed and placed in staff and foster parent files.
  3. Tracking staff and treatment parent training.
  4. Orders training supplies and program needs are met as requested.
  5. Orients and trains new employees.
  6. Control correspondences.
Qualifications:

Minimum Qualifications:

  • Master’s degree in Social Work (clinical or administrative concentration preferred). Equivalent experience considered.

  • Eligible for or currently licensed as a Licensed Clinical Social Worker - Clinical (LCSW-C).

  • Strong organizational, recordkeeping, and office management skills.

  • Proficiency in Microsoft Office (Word, Excel) and ability to manage databases.

  • Strong written and verbal communication skills, including experience working with intergovernmental agencies.

  • Demonstrated ability to anticipate program needs and work independently while collaborating as part of a team.

Salary : $75,000 - $95,000
