Why does the job exist?

The Compliance Coordinator ensures the safe, lawful, and effective operation of New Mexico¿s agencies. This position is responsible for assisting in monitoring compliance with the New Mexico Administrative Code (NMAC) Juvenile Detention Standards and three core requirements of the federal Juvenile Justice and Delinquency Prevention Act (JJDPA). The role supports CYFD¿s mission to protect youth, strengthen systems, and promote accountability across juvenile detention and related facilities statewide. At the present time the certifying of the four Juvenile Detention Centers in New Mexico is required by statue and for those detention centers to operate, they need to be in compliance of the standards. In addition, the compliance monitoring of law enforcement administrative buildings, municipal, magistrate and district court houses that have the capability of secure hold of juveniles. Both of these positions are extremely important, not only for funding but for best practice.

How does it get done?

It is very important to note that this position requires travel constantly throughout the state to monitor the facilities mentioned above.

  • Conduct inspections with input of JJS leadership and senior program coordinator; Audits and compliance monitoring of juvenile detention centers to assess adherence to NMAC Juvenile Detention Standards. Perform on-site visit inspections of adult jails, adult lockups, court holding facilities, detention centers, correctional facilities, and law enforcement facilities (300+ statewide locations) to ensure compliance with the three core requirements of the JJDPA (75%).
  • Under the guidance of leadership in evaluate facility policies, procedures, practices, and physical conditions to identify compliance gaps and areas for improvement (3%).
  • Assist leadership in providing training, and guidance to facility administrators and staff regarding detention standards and compliance expectations (5%).
  • Under the guidance of leadership provide technical assistance, training, and guidance to field stakeholders regarding the three core requirements of the JJDPA (2%).
  • Prepare clear, accurate, and timely written reports, findings, and recommendations for CYFD leadership, the Governor¿s Office, appointed boards, the Legislature, and the Department of Justice (5%).
  • Track corrective action plans and follow up with facilities to ensure timely resolution of compliance deficiencies (2%).
  • Collaborate with CYFD staff, facility leadership, and external stakeholders to support continuous quality improvement and system-wide compliance (2%).
  • Maintain accurate records and data related to inspections, monitoring activities, and compliance outcomes (2%).
  • Track and monitor the SMARTY database, ensuring accurate, timely, and complete data entry related to compliance monitoring activities(2%).
  • Attend and assist leadership and the senior program coordinator in compliance monitoring meetings hosted by the Coalition of Juvenile Justice (CJJ), the Office of Juvenile Justice and Delinquency Prevention (OJJDP), and other relevant state and federal partners, as required. 2%)
  • Ideal Candidate

    The ideal candidate for this position is an individual who will be constantly traveling to law enforcement buildings and court houses to ensure that New Mexico is complying with the Federal core requirements associated with the Office of Juvenile Justice  Delinquency and Prevention. In addition, the certification of the four current Juvenile Detention Centers requires working and training with those facilities in meeting the standards necessary for them to remain operational. It requires an individual who has knowledge and expertise in the duties required by both of these responsibilities. It requires that the individual has great people skills as they will constantly working and representing CYFD in every community all over the state.

    Minimum Qualification

    Associate's Degree and two (2) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

    Employment Requirements

    Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.

    Working Conditions

    Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.

    Salary : $50,248 - $75,372
