The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Research Scientist 4 will report to the Assistant Director of the Office of Research, Evaluation and Performance Analytics and will work with the Assistant Director to manage the research team responsible for Child Protective and Out-of-Home Services (e.g., Foster Care, Detention, and Juvenile Justice placements). As a research team lead, the Research Scientist 4 will oversee a team of junior level researchers responsible for meeting the research, evaluation, and federal and state reporting requirements. Programmatic areas include detention, OCFS custodial youth, Runaway and Homeless Youth, dual systems and transition age youth in foster care. The individual assigned to this position works closely with Office leadership team to promote data driven practice and policies, and frequently represents the agency at meetings with other state agencies and external interest groups. Primary tasks and responsibilities assigned to this position include: formulation of policy/program relevant research questions, keeping abreast of current research and program literature within assigned core areas, conceptualization and execution of research and applied evaluation (e.g., formative, process, impact) designs, development of data collection tools and protocols, data cleaning and analysis protocols, conducting multivariate data analyses, such as: linear, logistic regressions, factor analysis, survival analysis, structural equation modeling, and propensity score matching, technical report and/or manuscript preparation, dissemination of findings to internal and external audiences, and production of monitoring and outcome indicator reports, dashboards, and other reports aimed at translating data and research findings into useable, field friendly products that support implementation and continuous quality improvement activities.

Minimum Qualifications Bachelor’s Degree in Social Welfare, Criminal Justice, Psychology, Sociology or other related field, and five years of professional research experience* in the area(s) of child welfare, criminal justice, social work, psychology, sociology, program evaluation or other related field; *A Master’s Degree in Social Welfare, Criminal Justice, Psychology, Sociology or other related field may substitute for one year of experience. A PhD in Social Welfare, Criminal Justice, Psychology, Sociology or other related field may substitute for an additional year of experience.
