Position Purpose

Under the supervision of the Head Start Director, the Learning and Development Manager collaborates with the Head

Start Director to design and oversee the execution of Education Services. The Learning and Development Manager

designs the necessary embedded professional development supports that lead to effective pedagogy that supports positive

Child Outcomes. This Position Is Responsible For The Following

  • The overall planning, coordination, implementation, evaluation, and ongoing administration of the

curriculum.

  • Collaborating to ensure written protocols, required training, and ongoing set up and execution of the child

assessment system are in place.

  • Designing and implementing a performance management system for teaching staff.
  • Planning and implementing teacher effectiveness observations, environmental quality observations, and

curriculum fidelity ratings.

Provide training on a variety of education topics to include curriculum development, lesson plan development and

implementation, learning environment, teaching strategies, educational materials and child growth and development. The

LDM performs the functions of this position with a strong understanding of the Creative Curriculum®, Head Start

Performance Standards, Head Start Act, Environmental Rating Scales, Early Learning Standards; the Classroom

Assessment Scoring System (CLASS), Teaching Strategies Gold (TSG) system, CLI, and other applicable early childhood

research and adult learning best practices.

Essential Duties And Responsibilities

Supervision and Evaluation

  • Conducts timely performance evaluations that include appropriate feedback.
  • Provides on-going individual feedback toward the goal of effective performance through modeling, coaching,

recognition/praise, and corrective action as appropriate and in a timely manner.

  • Conducts monthly reflective supervision.
  • Supports the hiring and retention of high-quality teaching staff, coaches, and professional development staff.
  • Reviews and authorizes staff time records and overtime to ensure compliance with the Fair Labor Standards Act.

Operations

  • Collaborates with Head Start Director to design and implement Service-Learning Plans and education policies and

procedures.

  • Coordinates the scheduling of pre and post CLASS Assessments, individual feedback, and data dialogs.
  • Collaborates with the Professional Development Coordinator to develop and implement New Hire Orientation,

and agency Professional Development Plan.

  • Collaborates with the Professional Development Coordinator, and the Head Start Director to plan and implement

the Training and Technical Assistance Budget.

  • Collaborates with the Data Coordinator to update Teaching Strategies Gold, Ready Rosie, and Hatch.
  • Collaborates with Head Start Director, Executive Director, and School Readiness Committee to assess curriculum

and assessment tools for Center Base and Home Base programs.

  • Develops Child Inc's School Readiness Goals and Educational Action Plan, utilizing the results of child outcomes

data and state and national standards and regulations.

  • Review and revise the Educational Action Plan, School Readiness Goals, and all other education plans on a yearly

basis.

  • Provides School Readiness reports for Shared Governance.
  • Develop and administers programming, reporting and assessment systems to assist Head Start centers in meeting

performance standards.

  • Plans, implements, and coordinates education component to maintain program compliance with federal standards,

state laws, and local grant goals and objectives.

  • Delivers an effective communication system that provides a means of transmitting information to Head Start

centers about new teaching methods, teaching techniques and other information relevant to preschool education

  • Work with the Head Start Director to develop and maintain a high-quality educational program which complies

with the Head Start performance standards and all other regulatory agencies.

Monitoring

  • Analyzes child outcome reports utilizing the results of the Teaching Strategies Gold and the CLI assessment tool

as it is implemented three times a school year.

  • Collaborates with Head Start Director to collect CLI data from ISD partners to analyze student progress.
  • Supervises CLASS observations three times a year and analyzes results and makes recommendations for ongoing

professional development of the educational staff.

  • Collaborates with coaches and Professional Development Staff to monitor professional development and

curriculum requirements according to the ongoing monitoring plan.

  • Assures that files and documentation are complete, accurate, and confidentially maintained.
  • Monitor the implementation of the curricula.
  • Evaluates the effectiveness of onboarding, and other trainings provided by Child Inc.

Professional Development Guidance and Support

  • Promotes the school readiness of Child Inc's children by providing educational knowledge, mentoring, and

training to the staff and agency.

  • Facilitates staff growth and development through professional development in multiple settings i.e. one-on-one

and group instruction.

  • Meets with teaching classroom staff on a regular basis to answer educational questions and provide technical

assistance with lesson planning, curriculum, CLASS and TSG.

  • Provides guidance and support to center managers, teachers, teaching assistants, and in the development of

educational knowledge and practices, leadership abilities, and classroom skills to progress in their professional

development and the ability to execute their position.

  • Provides and supports professional development and training opportunities for staff.
  • Support teaching staff on a variety of education issues to include curriculum development, lesson plan

development and implementation, learning environment, teaching strategies, educational materials and child

growth and development.

  • Collaborate with Professional Development Manager, Early Childhood Specialist, and Content Managers to

coordinate training at local pre-service for staff and throughout the season for staff.

  • Collaborate with Regional Office of Head Start T&TA Specialist for training needs.
  • Plans and implements educational training for staff, parents and others involved in the Head Start Program.
  • Develops, prepares, coordinates and maintains relevant training and professional development activities.
  • Assesses training needs and provides for, or arranges, training for classroom staff.
  • Participate in pre-service and in-service training.

Personal and Professional Development

  • Assure confidentiality of all program information and family and staff confidentiality by limiting conversation

  • Any person who suspects child abuse or neglect is required to report suspicions to the appropriate agency (as

defined below) within 48 hours after the abuse or neglect is first suspected.1

  • Comply with Child Inc.'s Personnel Policies and Procedures, and with Standards of Conduct.
  • Maintains required certifications CPR, First Aid, CLASS, Food Handlers, etc.
  • Obtains 30 hours of continuing education annually.
  • Adheres to professional decorum when engaging with staff, other colleagues, children, and parents.

General Knowledge, Skills And Abilities

  • Knowledge of Head Start philosophy and practices, early childhood education, and developmentally appropriate

practices.

  • The ability to understand, interpret and apply Child Inc. policies and procedures, as well as federal, state, and

local regulations; and to educate staff accordingly.

  • Excellent computer and organizational skills.
  • Skill in communicating orally and in writing, with individuals, small, or large groups; ability to write reports and

business correspondence for diverse audiences; ideally in both English and Spanish.

  • Skill in collecting, assembling, and analyzing data, preparing reports, and monitoring progress.
  • Flexibility and the ability to work well under pressure.
  • Ability to work well with minimum direction or supervision.
  • Must have the ability to maintain a professional demeanor under stressful and frustrating circumstances. Must

have a positive attitude toward the children and families served.

  • Must, under all circumstances, abide by Child Inc.'s Standards of Conduct for Staff, Contractors, Consultants and

Volunteers.

Staff Relationship

  • Responsible to Head Start Director
  • Supervises instruction coaches, Professional Dévelopment Coordinator.
  • Coordinates with classroom staff, Early Childhood Specialist, and Center Managers of support programs.

Minimum Qualifications

  • Minimum of a bachelor's degree in early childhood education (ECE), Child Development or related field with

coursework in ECE. Master's degree in early childhood preferred.

  • Teacher licensure preferred.
  • Minimum two (2) years supervisory experience.
  • Minimum of four (4) years' experience in a Head Start program.
  • Ability to plan and implement hands-on relevant and effective training.
  • Knowledge of conversational Spanish strongly preferred.
  • Willing to travel between facilities to provide assistance as requested.
  • Must possess valid driver's license and insured automobile.
  • Must obtain a physical and TB skin test and must pass all criminal history background checks

  • Will spend time sitting, utilizing the computer, and standing/walking throughout the facilities.
  • The ability to make fast, simple, repeated movements of the fingers, hands, and wrists.
  • Ability to perform physical activities that require considerable use of your arms and legs and moving your whole

body, such as climbing, lifting, balancing, walking, stooping, and handling of materials.

  • Ability to physically lift up to 25 pounds periodically.
  • In-area and out-of-area travel.
