Job Title: Statewide Consumer Education Specialist

SUMMARY:
Child Care Resources Inc., as a co-lead of the NC Child Care Resource and Referral Council (Council), is seeking a highly experienced, well-organized, motivated, and results- driven leader to guide and manage the continuous advancement of the Council’s statewide and regional consumer education and referral (CER) services. These services provide: 1) consumers with comprehensive information about and customized referrals to available early care and education (ECE) programs as well as a wide array of community resources and 2) CER partners, customers, and ECE stakeholders with aggregate data and reports that reflect the supply of and demand for early care and education programs and services; characteristics of NC’s early care and education system; and related ECE system trends, strengths, and challenges to inform local, regional, and/or state level public and private sector planning and awareness.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
- Lead the Consumer Education and Referral (CER) network statewide. Provide strategic guidance and direction for CER services at local and regional levels across the state.
- Elevate statewide awareness and access to CER services. Deliver live support, a toll-free hotline, and online search tools to assist families in finding, selecting, and affording quality child care options.
- Foster collaboration. Forge strong partnerships with stakeholders, agencies, and partners across diverse sectors to develop and refine core standards of excellence in CER service delivery.
- Establish best practices. Define what an effective CER system should look like for the state and coordinate the rollout of best practices across all local organizations.
- Build capacity. Provide technical assistance, training, and support to NC CCR&R agencies to ensure the delivery of high-quality CER services.
- Manage data processes. Supervise and manage data collection and quality assurance to deliver relevant, unbiased, and up-to-date information for families, providers, policymakers, and community stakeholders.
- Data collection & analysis. Gather, break down, and analyze community child care supply, demand, and quality data to assess needs and trends statewide and inform policy decisions.
- Service marketing. Conduct marketing and outreach strategies to increase public awareness of statewide CER services among families, providers, businesses, and community members.
- Engage in professional renewal. Proactively seek opportunities to refresh and update skills and knowledge.
- Perform additional duties. Undertake additional duties as assigned.
SUPERVISORY RESPONSIBILITIES
Provide supervision for statewide CER services when requested by the NC CCR&R Council
EDUCATION and/or EXPERIENCE
Master’s Degree in Early Childhood Education, Child Development, Human Service Field or equivalent preferred; and at least ten years of experience within child care resource and referral system.
Desired skills and attributes:
- Knowledge of and experience in delivering high quality consumer education and referral services, preferably in North Carolina.
- Proficiency in the use and software, strongly preferred.
- Demonstrated experience, technical competency, and proficiency/fluency with:
o data base management
o data integrity & quality assurance
o Microsoft Office Suite software systems (Excel, Word, PowerPoint, & Outlook)
- Demonstrated ability to clearly communicate complex data in an understandable manner to a variety of audiences.
- Demonstrated proficiency in written communications including instructions, manuals, reports, grant proposals, and documents published for wide dissemination.
- Critical strategic systems thinker
- Proven track record of training and coaching adult learners regarding data collection and use.
- Meeting management and facilitation
- Ability to trouble shoot, be nimble, pivot, thrive under pressure, and accept and adapt to constructive feedback.
- Ability to establish good and culturally competent rapport with colleagues and the public
LANGUAGE SKILLS
Excellent oral and written communication skills required.

Valid driver’s license, Auto Liability Coverage and Transportation.
