Salary Range (final salary offer is based on a number of factors, such as certifications, experience, and more):

JOB PURPOSE:

The Program Manager I – Pathways to Recovery provides leadership, vision, and direction for the Substance Use Disorder (SUD) Program. The Program Manager I – Pathways to Recovery is responsible for assisting the Division Director - Specialty Programs with the development and implementation of comprehensive mental health, SUD, and supportive services to adults and youth who are impacted by substance use. This position will be responsible for ensuring compliance with County, State, and Federal contracts including Substance Abuse Prevention and Control Bureau (SAPC) as well as all agency policies and protocols. The Program Manager I helps ensure SUD staff provide identified services to Pathways to Recovery clients and families as indicated. The Program Manager I provides supervision and oversight for staff and provides support for program growth and sustainability.

The Program Manager I – Pathways to Recovery is an energetic self-starter who is able to function comfortably in both a team environment or independently, and relates well to co-workers and County representatives. This position requires flexibility and the ability to manage time and multiple tasks with little supervision. The individual in this position must be able to assume a wide range of responsibilities, provide timely responses to requests and deadlines and works well under pressure.

ESSENTIAL JOB FUNCTIONS:

  1. Provides supervision, oversight and support to Pathways to Recovery/SUD staff as assigned. 
  2.  Provides guidance in clinical formulations, crisis assessments, ASAM assessments, counter-transference, legal/ethical issues, coordination of referrals to outside agencies, psychiatric consultations, and requests for records.
  3. Assists the DD with coordination, implementation and oversight of all programming to ensure accordance with all legal, ethical, City, County, State, and Federal grants and contractual requirements.
  1. Ensures staff meet established service time expectations, documentation standards and other contract and/or agency requirements, policies and procedures in both Exym and PCNX systems. Provides coaching and corrective action to staff as needed.
  2. Provides on-site clinical/administrative coverage at least one (1) evening per week until closing.
  3. Communicates promptly with Division Director around any matters related to risk, safety, mental health concerns including SI and self-harm, and relapse/overdose concerns.
  1. Develops, implements and oversees value-based care initiatives and support ongoing adherence. This includes, but is not limited to, capacity building and incentive metrics. 
  1. In conjunction with DD, ensures program health and growth. This may include, but is not limited to, increasing outreach, reducing client barriers to care, and increasing population served. 
  1. Ensures MAT education and/or Medication Support Services are provided/made available to all Pathways to Recovery clients.
  1. Creates and implements tracking tools to record compliance, goal and measurement completion. Create system(s) for maintaining and staying up to date with data.
  1. Utilizes reports to inform decision making process.
  1. Demonstrates initiative and decisiveness in meeting quality and contractually required program/service needs.
  1. Provides crisis response services as needed, by phone and/or in-person. 
    1. Makes independent decisions and responds appropriately to manage and de-escalate emergency crisis situations with clients. 
    2. Debriefs with staff afterwards. 
  1. Attends SUD program meetings, off-site meetings and community events on behalf of Child & Family Center.
  2. Conducts weekly staff meetings for Pathways to Recovery program. 
  3. Provide staff with ongoing feedback on their performance.
  4. Supports and/or provides outreach services such as presentations, resource tables, and participating in community events as needed.
  5. Demonstrates the ability to ensure appropriate boundaries are adhered to with clients and services are delivered utilizing a trauma informed approach in all circumstances. 
    1. Ensures staff receive Trauma Informed Care training and boosters as needed.
  6. Requires the ability to demonstrate adaptability to a flexible work schedule, analyze tasks and perform them efficiently as directed.
  7. Maintains a strength-based, flexible, individualized, helpful approach with clients/families and model this approach for Pathways to Recovery staff. 
  8.  Assists with client chart reviews to ensure record completeness and adherence with all contractual and Agency standards and requirements.
  9. Conducts all administrative tasks in a timely manner, including but not limited to, staff performance reviews, timecards, monthly trainings, and documentation review and approval.
  10. Facilitates training for all Pathways to Recovery staff to ensure compliance with all policies and protocols.
  11. Provides field based services as needed.
  12. Attends all training, agency meeting, and staff meetings as required.
  13. Provides program coverage and assistance for other departments as needed or assigned.
  14. All other relevant duties as assigned and as requested.

WORK SCHEDULE: 

FLSA Status: Exempt – Full Time

Work-Week: Monday through Friday

  • Actual work schedule is subject to change as agreed with Direct Supervisor and based on business/program needs.
  • Must work onsite at least two days per week.

 

SUPERVISORY REQUIREMENTS:

Directly supervises Pathways to Recovery staff.

 

MINIMUM QUALIFICATIONS:

  • MA/MS degree in Psychology, Social Work, or other related field.
  • Must have completed a one-time 15-hour course in supervision.
  • Maintain current and active California license that is not under suspension or probation.
  • Have been licensed in California or any other state for at least two (2) years out of the last five (5) years prior to the commencement of supervision with licensed waivered/associate staff.
  • Have practiced psychotherapy during at least two (2) years out of the last five (5) years prior to the commencement of supervision (or, if an LEP, has provided psychological counseling pursuant to BPC section 4989.14); OR Provided direct supervision to ASWs, APCCs, MFT Trainees, and/or Associate MFTs who perform psychotherapy during at least two (2) years out of the last five (5) years prior to the commencement of supervision. Supervision of psychotherapy performed by a student (social work intern or a professional clinical counselor trainee) shall be accepted if the supervision performed is substantially equivalent to the supervision required for registrants.
  • Experience in community mental health, substance abuse treatment & prevention services, clinical program administration, and clinical treatment services for children/adolescents. 
  • Clinical supervisory/management experience preferred
  • Bilingual in Spanish highly preferred.
  • Minimum of 2-3 years of previous experience in providing direct services in the behavioral health field.
  • Good diagnostic skills, knowledge of family systems therapy, goal-oriented treatment, well-written and organizational skills are required.
  • Requires the ability to demonstrate adaptability to a flexible work schedule, analyze tasks and perform them efficiently with minimal direction.
  • Must be detail-oriented, multi-task proficient, and have a professional presentation.
  • Experience working with DMH and SAPC paperwork is preferred.
  • Requires the ability to independently use a computer, possess good communication/computer skills, have Microsoft Office skills, and learn necessary computer programs.
  • Must maintain a valid California driver’s license, insurance and driving record which complies with agency’s insurance carrier standards.
  • Must pass all applicable health, fingerprint/LiveScan and DMV clearances.
