Pay Range: ​$89,796.03 - $109,167.18

Status:☒ Full Time ☐ Part Time ☒ Regular ☐ Temporary

Job Summary:

The Portfolio Manager supports the strategic and operational goals of Chief Seattle Club by ensuring housing properties are safe, welcoming, well maintained, and compliant with all applicable regulations, and oversees the Property Management team at all facilities. This role helps maintain housing environments that operate efficiently, support residents, and maintain positive relationships with surrounding communities.

This position oversees key aspects of property management by coordinating with staff, contractors, and service partners to ensure properties owned or managed by Chief Seattle Club are maintained safely, cost effectively, and in a timely manner. The Portfolio Manager collaborates with internal teams and external stakeholders to support housing stability and the overall success of the organization’s housing programs.


Essential Job Functions:

Property Management Operations

  • Oversee day-to-day management of Chief Seattle Club housing properties, ensuring safe, well-maintained, and compliant housing environments.
  • Monitor property performance including occupancy, leasing activity, compliance requirements, and property operations.
  • Oversee leasing, transfers, and vacancy management to ensure units are filled efficiently and housing stability is maintained.
  • Conduct regular site visits and inspections to ensure properties are maintained to organizational standards and regulatory requirements.
  • Coordinate with maintenance staff, contractors, and service providers to address repairs, preventative maintenance, and operational needs.
  • Review property management reports, financial performance, and operational metrics to identify trends and areas for improvement.
  • Assist with preparation and monitoring of property budgets and support long-term capital planning for housing assets.
  • Maintain accurate records, documentation, and reporting related to property management activities.
  • Support cross-department initiatives and strategic projects related to housing operations and property management.

Collaboration & Relationship Management

  • Collaborate with internal teams including property management, housing services, and leadership to support effective housing operations.
  • Maintain strong relationships with vendors, contractors, community partners, and regulatory agencies.

Safety & Compliance

  • Actively participate in safety committee meetings, completion of trainings, ensure timely communication of safety updates, and provide leadership and support during emergencies in alignment with organizational protocols.

Supervision & Leadership

  • Provide oversight and support to Property Managers, including guidance on daily operations, compliance, and resident services.
  • Direct, coordinate and review the work plans for assigned staff.
  • Assign work activities and projects.
  • Monitor workflow.
  • Review and evaluate work performance, methods, and procedures, and meet with staff to identify and resolve problems.
  • Comply with agency performance evaluation policy and conduct evaluations regularly and on time.

Non-Essential Job Functions:

  • Participate in professional development opportunities, housing conferences, and training related to property management and affordable housing.
  • Perform other duties as situation requires or as assigned by supervisor.

Knowledge, Skills and Abilities Required:

Education: 

  • Bachelor’s degree in Real Estate, Business Administration, Public Administration, Property Management, or a related field. Equivalent combination of education and experience may be considered.

Experience: 

  • 5 to 7 years of experience in property management, affordable housing, or housing program operations, including management experience overseeing property management staff or teams.

Licenses/Certifications: 

  • Valid driver’s license with clean driving record for 5 years.
  • Affordable housing or property management certifications such as Housing Credit Certified Professional (HCCP), Certified Property Manager (CPM), or similar credentials preferred.

Technical Skills & Competencies:

  • Knowledge of affordable housing operations, regulatory compliance, and property management practices.
  • Knowledge of budget preparation, financial monitoring, and capital planning for housing properties.
  • Ability to analyze operational reports, financial data, and property performance metrics.
  • Proficiency in Microsoft Office including Word, Excel, and Outlook.
  • Ability to maintain organized documentation and record keeping systems.

  • Ability to build effective relationships with staff, residents, vendors, and external partners.
  • Strong problem solving and decision making abilities.
  • Excellent written and verbal communication skills.
