About CHAT:
Since 2013, CHAT has been providing alternative and innovative housing options as a response to the critical social and
economic crisis of homelessness. In collaboration with various county institutions and other complementing non-profits,
CHAT currently provides housing, with wraparound services for over 200 individuals.
Job Overview:
Reporting directly to the Board of Directors (BOD), CHAT’s Executive Director (ED) oversees and is responsible for operations, staff departments, budgets and fundraising efforts. The BOD has a fiduciary duty to ensure that the assets are used in support of CHAT’s mission and in accordance with the donors’ intent.
The ED must be committed to fulfilling CHAT’s Mission and Vision. The ED requires an understanding of CHAT’s stakeholders and provides support, leadership and oversight to the various projects, work groups and committees. The ED is the public representative and the primary spokesperson for CHAT’s community work.
The ED oversees grant applications, their implementation requirements, and all related billing and reporting. The ED must understand contracts, software as a service (SaaS), property, and asset management. They are required to provide timely and accurate reports on the organization's activities, trends, and obstacles to the BOD. The ED must balance external engagement (stakeholders, partners, and donors) with internal operational leadership, including aligning departments to work collaboratively, improving workflows, and ensuring each team understands its role in advancing the organization’s
goals.
Job Duties and Responsibilities:
(Financial) Accountable for overall operational and metrics performance, including financial management, budgeting, grant writing, fundraising initiatives, and other revenue generating activities by ensuring operational and strategic alignment, supporting departmental expertise, and facilitating cross-functional collaboration.
(Reporting) Reports on the organization's results; prepares accurate and timely analyses that capture and communicates fundraising results, variances, and performance trends.
(Human Resources) Directs the organization’s human resources. Oversees and is responsible for the hiring, firing, and managing of personnel per the organization’s policies and procedures.
(Quality Assurance) Evaluates and monitors program effectiveness, making strategic adjustments to maximize impact and outcomes. Sets priorities, develops and oversees work schedules, monitors progress towards goals, tracks details through data, information, and activities.
(Critical Thinking) Assesses problem situations to identify causes by gathering and interpreting relevant data. Makes timely recommendations and seeks guidance to resolve problems when necessary.
(Innovation) Ability to develop new and unique ways to improve the operations and create opportunities with a solution-focused approach.
(Compliance) Ensures compliance with relevant federal, state, and local laws, regulations, and ethical standards.
(Collaboration) A proactive and adaptable team member who collaborates effectively with the BOD, staff, volunteers, and stakeholders to establish objectives and addresses challenges. Ability to make timely and constructive decisions to maintain organization’s focus and positive influence in the community.
(Ethics) Demonstrates a professional role model demeanor that aligns with the organization’s core values. Build and maintain relationships with key stakeholders, donors, community partners, and government agencies.
(Communication) Speak, listen and write in a clear, thorough, and effective manner.
(Public Relations) Serve and represent the organization as the primary spokesperson at public events to promote CHAT’s work, Mission and Vision; this may include TV and radio obligations.

Preferred Qualifications:
Comprehensive understanding of non-profit operations and financial management.
Familiar with grant proposal writing, implementation, and related billing.
Knowledge of relevant laws, regulations, and ethical standards governing nonprofit organizations.
Experience in nonprofit sustainability including operations, financial management, revenue development, volunteer development, and stakeholder engagement.
Exceptional organizational and problem-solving abilities.
Experience with nonprofit housing development, supportive services, and business operations such as:
o Knowledge of housing and supportive services resources in Butte County.
o Experience with CalAIM, Medicaid, MediCal, and Supplemental Security Income (SSI) programs.
o Understanding of fair housing law and other aspects of low-income housing.
o Understanding of Section Eight, Homeless Management Information Systems (HMIS), Continuum of Care (CoC).
o Experience working with unhoused, traumatized, disabled and/or other vulnerable populations.
Understanding of Duty of Confidentiality and HIPAA compliance.
Experience with Neon One and AppFolio software.
Qualifications:
Professional education:
o Bachelor’s degree in social services, psychology, sociology, public health, or
o Master’s degree in public health, public administration, nonprofit management, or
o A minimum of three (3) years of nonprofit or related leadership.
Pass a background check.
Ability to use standard office equipment and common software platforms.
Have reliable transportation, a valid California Class C driver’s license, and proof of auto insurance.
Essential Job Requirements
Flexible working hours.
Physical Demands: Work is performed primarily in an office environment. Must be able to drive to meetings, properties, construction sites, and public events where walking and/or standing on uneven grounds may be required.
Must possess the ability to lift, carry, push, and pull materials and objects up to 30 pounds.
