Job Summary:
The Data and Performance Analytics Specialist play a key role in turning data into meaningful insights that support workforce programs across Cook County. This position focuses on analyzing program outcomes, strengthening performance measurement, and helping the organization better understand the impact of its work on job seekers and employers. This position develops dashboards, conducts data analysis, and translates workforce data into insights that support program operations, reporting, decision-making, and continuous improvement.
Responsibilities:
- Support development and maintenance of datasets and reporting processes by integrating data from case management systems, sub-grantee reporting, and financial systems.
- Assist in maintaining and improving reporting workflows and data processes to reduce manual reporting and improve data reliability.
- Work with existing data infrastructure to prepare analysis-ready datasets supporting program performance tracking and evaluation.
- Analyze workforce program outcomes including employment placement, wage progression, credential attainment, and participant retention.
- Identify trends and drivers of performance across programs, populations, and providers.
- Conduct descriptive and trend analysis to support program monitoring, reporting, and continuous improvement.
- Design dashboards and data visualization tools for program staff, leadership, and board reporting.
- Translate complex datasets into clear insights accessible to non-technical audiences.
- Support development of performance metrics aligned with workforce funding requirements and strategic goals.
- Assist in evaluating program effectiveness and identifying opportunities for improvement.
- Partner with program managers, compliance teams, and leadership to translate operational questions into analytical solutions.
- Support external reporting for federal, state, and philanthropic funders.
- Perform all related duties and responsibilities as assigned.
Required Skills:
- Intermediate SQL skills and experience working with structured datasets
- Experience contributing to dashboards, reporting tools, and data processes.
- Experience with business intelligence tools such as Power BI, Tableau, Looker, Superset, or Metabase
- Experience integrating data from APIs, databases, spreadsheets, or case management systems
- Experience with descriptive or basic statistical analysis and data visualization
- Ability to translate operational questions into analytical frameworks
- Proficient with Microsoft Office Suite or related software
- Strong problem-solving skills with the ability to apply data to real-world scenarios
- Proficient in working with datasets from multiple systems
- Ability to communicate analytical insights clearly to non-technical audiences
Education and Experience:
- Bachelor’s degree in data Analytics, Statistics, Information Systems, Computer Science, Public Policy, Economics, or related field
- Plus 3 years’ experience in analytics, business intelligence, program evaluation, or related field
- Proficient in building data pipelines, models, and dashboards
- Experience working with workforce development, government programs, education, healthcare, or nonprofit environments
- Experience with grant reporting, performance measurement, compliance reporting, and/or program evaluation
