Position Summary
This position will provide support to the Defense Threat Reduction Agency (DTRA) Strategic Threats Department (OB-ST) by preparing for review and presentation blocks of instruction for the Fundamentals of Strategic Arms Control Course. The Instructor/Facilitator is responsible for participating in a total of four 2-hour blocks of instruction to provide instruction on the history of strategic nuclear arms control treaties and agreements, and will participate in group discussions to provide experience-based perspectives on U.S. nuclear arms control policy development and implementation considerations. The course will take place two times a year and each course will have a total of 36 hours of formal instruction over the course of four days.

Essential Duties And Responsibilities
- The instructor shall prepare and present the following blocks of instruction based on previous course material for each Fundamentals of Strategic Arms Control Course:
- An overview of the history of strategic arms control from 1968 to the present.
- Selected topics or issues (to be specified by the Government) pertaining to INF, START and New START (i.e., technical issues, implementation topics, etc.).
- An expert perspective regarding the arms control concepts, national security priorities and relevant arms control treaties—to include INF—that formed the basis of the original START compared to those supporting the NST. The perspective should also be representative of emerging nuclear arms control regime policies and risk reduction measures from USG stakeholders, private industry and academia.
- The instructor shall also participate in panel discussions during the course regarding relevant arms control treaties, agreements, and risk reduction measures, to include challenges to future nuclear agreement negotiations and implementation.
- The government will provide the instructor with briefing topics 60 days prior to the course. Draft briefings will be provided to the government/OB-STO for approval 21 days prior to the class start date. The instructor shall provide briefings and/or student materials to the OB-OSP Course Manager 15 days prior to the class start date.
- In-depth experience with negotiating and/or implementing bilateral arms control agreements and treaties missions either as a member of on-site teams or as a member of a negotiating body.
- Experience should also include work that has or does contribute to the formation of arms control policy through professional engagements with the broader arms control community of the USG, the private sector and academia.
- May be required to use computer screen for extensive periods of time.
- Extended working hours and travel may be necessary.
