What are the responsibilities and job description for the Senior Human Resources Analyst position at Chesterfield County?
Bachelor's degree in personnel management, human resources, business administration, public administration, police science or related field; three years of professional human resources experience including employee pay practices, leave plans, and benefits administration; or an equivalent combination of training and experience. Possession of certification as a Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Certified Employee Benefits Specialist (CEBS), Certified Compensation Professional (CCP), or other certification in the assigned area of responsibility is preferred. Strong interpersonal and communication skills to influence decisions and facilitate change through collaboration and leadership. Strong analytical skills, detail and accuracy essential; knowledge of human resource management systems and practices, interpretation and development of personnel policy and procedure, self-initiative and process improvement perspective required; police experience a plus. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of illegal drugs, and/or the use of medical marijuana for this position is prohibited. Employees must not consume or be under the influence of alcohol while on duty, on work premises, or operating agency equipment. This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or be a lawful permanent resident eligible for naturalization.
Manages the maintenance of employee records and processes the departmental personnel transactions. Generates reports and serves as a liaison to County HR. Serves as the human resources quality control member for pay practices, benefits, and leave plans in the Personnel Division. Provide information and technical guidance to employees in areas of assigned human resources responsibilities regarding processes, procedures, and program requirements. Interpret, apply, and explain human resources policies, procedures, laws, and regulations. Provide supervisory oversight through counseling and development to civilian HR staff. Varied special projects. Performs other work as required. This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
