About the Position
The Assistant Director of Community Enhancement plays a key leadership role in supporting the Director and overseeing programs and staff dedicated to maintaining and improving the quality, safety, and appearance of Chesterfield County. This position provides direction, oversight, and guidance for code enforcement, property maintenance, and community improvement initiatives.
Duties (Specific Statement of Duties)
- Assists the Director with departmental operations, leadership, and representation.
- Supervises staff who inspect geographic areas for violations of:
- Virginia Uniform Statewide Property Maintenance Code
- Chesterfield County Zoning Ordinance
- Various licensing laws
- Engages delinquent property owners/businesses, explains requirements, and outlines steps for compliance.
- Oversees evidence collection and documentation supporting county code violations, ensuring compliance with rules of evidence for General District Court.
- Issues, responds to, and maintains records of all communications with property owners, including official notices, citations, criminal complaints, and summonses.
- Prepares and presents criminal complaints to the magistrate and provides evidence in General District Court for cases of noncompliance.
- Develops and manages programs to improve quality and appearance of the County, including:
- Blight eradication initiatives
- Enterprise Land Management (ELM) activities
- Streetlight installation
- Maintenance and beautification of public spaces
- Assists with preparation and administration of the departmental budget.
- Builds and maintains collaborative working relationships with citizens; county staff; elected officials; state agencies; nonprofits; professional groups; and community partners involved in community enhancement. Performs other work as required.
- Bachelor’s degree in planning, business administration, public administration, business law, or a related field.
- Five years of experience in code enforcement, law enforcement, or a related field.
- Two years of supervisory experience.
- Or an equivalent combination of training and experience.
