General Description
The Benefits Administrator oversees and administers Americans with Disabilities Act (ADA) workplace accommodations, Family and Medical Leave Act (FMLA) leave and other Chesterfield County Public Schools (CCPS) leave programs, employee insurance benefits, and retirement programs. This position serves as a liaison between employees/retirees, service providers, and the school system for benefits-related matters, and requires a high level of personal discretion and professionalism when dealing with sensitive and/or confidential matters.
Essential Job Functions :
This position has no budgetary responsibility.
Report Preparation :
Prepares a variety of reports related to retirement, health and dental insurance, and other CCPS benefits
Equipment Operation :
Regularly utilizes basic office equipment, such as computers, phones, and scanners
Contacts : This position has regular contact with VRS, all levels of CCPS employees and retirees, COBRA-eligible members, prospective employees, Human Resources (HR) team members, supervisors, vendor representatives, and Chesterfield County Government.
Work Direction/Supervision :
This position provides work direction to clerical support positions as needed, but has no supervisory duties.
Decision-Making :
Independent decision-making is used when concerns or questions arise that can be solved logically in the position. The Director’s approval is recommended when the concern or question is more complex.
Formal Policy-Setting Responsibilities :
Provides feedback to the Director of Compensation and Benefits on ADA, employee leave, retirement, and benefit policies and procedures

The physical demands described here represent those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee regularly works in an office environment. The noise level is typically low to moderate. Additional work environments include various school district locations for training purposes; noise levels at these locations will vary.
Qualifications
Bachelor’s Degree in a related field, or any comparable combination of education, training, and work experience that would provide the required knowledge, skills, and abilities.
Preferred: Professional-level benefit administration or HR experience in a setting with the related scope and complexity of a large school division; Proficiency in the Google suite of software

Required Question

This position serves as a liaison between employees/retirees, service providers, and the school system for benefits-related matters, and requires a high level of personal discretion and professionalism when dealing with sensitive and/or confidential matters.
Essential Job Functions :
- Oversees and administers ADA workplace accommodations, including processing ADA accommodation request forms and addressing accommodation questions; Advises managers on the interactive process and ensures compliance with federal/state regulations and CCPS policies
- Oversees and administers FMLA and other CCPS leave programs, including processing leave request forms and addressing leave-related questions; Advises managers on leave timelines, expectations, the return-to-work process and ensures compliance with federal/state regulations and CCPS policies.
- Oversees and administers employee insurance programs, including life, disability, health, dental, vision, and supplemental insurance programs for eligible employees and retirees
- Administers Consolidated Omnibus Budget Reconciliation Act (COBRA) benefits, including notification of eligibility, development of written communication, researching, and answering employee and/or family member questions
- Administers Virginia Retirement System (VRS) retirement processing; Determines retirement eligibility of members; Researches and computes benefit options; Computes purchase of service, withdrawal of contributions, and deferred retirement calculations
- Provides responsive customer service by greeting and advising in-person visitors and answering both phone and email inquiries regarding CCPS benefits, in accordance with department expectations
- Completes and maintains records, reporting, and other documentation required by federal and state laws, school board policies, and service provider rules and expectations
- Conducts individual counseling sessions for prospective retirees; Interprets and explains policies, procedures, and retirement laws to employees, prospective retirees, current retirees, and beneficiaries
- Develops communication tools to provide information related to benefits programs to employees; Advises employees of changes and developments related to benefits, including eligibility and coverage
- Provides training and leads information sessions related to CCPS benefits
- Collaborates with Risk Management and Chesterfield Employee Medical Center in approving, tracking, and maintaining leave benefits for employees on Worker’s Compensation
- Serves as point-of-contact for eligible employees transitioning to short-term and long-term disability
- Coordinates open enrollment for employees, retirees, and COBRA participants; Develops informational materials for health, dental, and Flexible Spending Accounts (FSAs)
- Attends meetings between school, Chesterfield County Government, and service providers; Serves on Request For Proposal (RFP) committees, as assigned.
- Facilitates Employee Assistance Program (EAP) support for employees
- Performs other related duties as assigned

- Excellent attention to detail and strong analytical skills
- Demonstrated knowledge or willingness to learn about HR policies and procedures, retirement benefits, health and dental insurance plans, COBRA, ADA, FMLA, Affordable Care Act (ACA), Health Insurance Portability and Accountability Act (HIPAA), Employee Retirement Income Security Act (ERISA), Medicare eligibility, and other related federal, state, and local laws, rules, and regulations
- Ability to understand, evaluate, and make judgment on RFPs
- Demonstrated ability to communicate effectively, both orally and in writing, in a tactful and confidential manner in stressful circumstances to all levels of personnel, their families, and insurance providers and other benefits-related vendors
