Job Summary:
Researches and provides up-to-date information regarding the surveillance, investigation and evaluation of communicable or chronic diseases, injuries or conditions. Assists in the planning and implementation of epidemiological programs to prevent and control diseases, injuries, or conditions affecting the health of the Cherokee Nation's Indian population. Provides technical assistance and support to Cherokee Nation staff, and to various local, state, and federal agencies within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience.

Job Duties:

Routine duties shall include providing health care services to individuals eligible for services by the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Practices only within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. Coordinates epidemiological investigations, descriptive and analytic studies relating to specific diseases. Interprets results and adapts epidemiology programs and related programs. Maintains contacts and works closely with other health agencies as appropriate. Designs and implements epidemiological studies and surveillance systems. Develops quality assurance methods for data collection and analysis. Determines and utilizes appropriate statistical methods to evaluate and interpret data. Interprets data to determine risks from exposure. Supports epidemic control throughout Cherokee Nation's Tribal jurisdiction service area by designing and maintaining an epidemic control program. Provides consultation support to Cherokee Nation health care professionals. Uses statistical analysis and technical writing to prepare monthly reports and other reports upon request. Assess need for public health education strategies and makes recommendations. Uses environmental analyses and current epidemiological developments to perform an analysis and interpretation of Cherokee Nation population's health by demographic area and conducts workload analysis of health practitioners. Designs conduct and analyze surveys about public health topics and assists other staff in developing and implementing surveys. Assists in budgeting and planning for immediate and long-range program direction. Plans, designs, conducts, and reports research only in a manner consistent with current, pertinent ethical principles put forth in federal, tribal, and state laws, rules, and scientific standards governing research with human subjects. Provides data and technical support to facilitate grant writing and management processes. Develops or assists in the development of grant proposals. Reviews literature and other data in public health, clinical practice, and other health areas and disseminates information to appropriate personnel. Acts as liaison with appropriate agencies to share and gather information and enhance data resources for tribal health planners. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal, tribal, and/or state regulations. Maintains the confidentiality of any information received from any person or source about a client/patient, unless authorized in writing by the client/patient or required by law or court order. Obtains written informed consent of client/patient BEFORE audio/videotaping or recording or permitting third-party observation of their activities. Obtains written consent from the joint-custodial parents, custodial parent, legal guardian, or from the legal custodian appointed by the Court before conducting interviews of minor children. Complies with the applicable state, tribal, and federal regulations regarding the security, safety, and confidentiality of any health services record created, maintained, transferred, or destroyed, whether the record is written, taped, computerized, or stored in any other medium. Provides the client/patient a copy of their record by state and federal laws. Other duties may be assigned.

No supervisory responsibility.


Qualifications:

EDUCATIONAL REQUIREMENT

Master's degree; no substitutions. Required major field(s) of study in Public Health, Biology, Medical, or Health Science.


EXPERIENCE REQUIREMENT

At least one (1) year of experience in a related field.


COMPUTER SKILLS

To perform this job successfully, an individual should know database software, Internet software, spreadsheet software, and Word Processing software.

OTHER QUALIFICATIONS

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).


Proof of at least twenty (20) hours of coursework in epidemiological methods, statistical methods, and analysis may be substituted for work experience.


PHYSICAL DEMANDS

While performing the duties of this Job, the employee is regularly required to sit and use hands to finger, handle, or feel. The employee is frequently required to talk or hear. The employee is occasionally required to stand, and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds.


WORK ENVIRONMENT

The noise level in the work environment is usually moderate.
