Senior Economic Program Manager

A Senior Economic Program Manager is responsible for analyzing economic trends and developments within a specific region. They provide advice, recommendations, and support to promote economic growth and development strategies. They also engage with stakeholders, gather data, and assess the impact of economic policies and initiatives.

Compensation & Benefits

Estimated Starting Salary Range for Senior Economic Program Manager: $120,000 - $125,000

Pay commensurate with experience.

Senior Economic Program Manager Responsibilities Include

  • Manages the budgeting, obligation and oversight of funds and ongoing activities including U.S. government Interagency Agreements.
  • Designs and plans for new programs to be implemented in future fiscal years with future resources.
  • Assists with the formulation, implementation, and monitoring of performance indicators for all FA[1]managed foreign assistance programs.
  • Drafts and designs implementation agreements and supporting documentation, which can be contracts, grants, notice of funding opportunities, or interagency agreements, for review and approval by SCA/ FA leadership.
  • Develops and provides guidance to implementing partners. #Program Officers are the POCs in SCA/FA for all implementing partners.
  • Reviews implementer programs and financial reports to ensure that implementing partners are executing program design, monitoring, and evaluation requirements in coordination with the GOR.
  • Designs and manages external evaluations and analyzes findings in coordination with the GOR.
  • Plans, facilitates, and carries out domestic and overseas site visits, team studies, and consultations in order to carry out program evaluation duties, monitor ongoing programs, and assess early-phase project viability.
  • Supports the creation and refinement of deliverables for U.S. economic policy initiatives, agreements, and projects by collaborating with country desks, regional partners, and interagency stakeholders to ensure alignment with strategic objectives and timely implementation.
  • Represents and communicates SCA/FA’s Indo- Pacific South Asia regional foreign assistance program objectives to other State Department and U.S. government offices involved in programming and allotting foreign assistance funds, including but not limited to regional bureaus, Office of Acquisitions Management, Office of the Legal Advisor, Congressional Liaison office, and Office of Management and Budget.
  • Provides briefings, status reviews, and advice upon request to the other SCA/FA staff, senior SCA personnel, and interagency partners on programming.
  • both bilaterally and regionally, in coordination with the Assistance Coordinators.
  • In coordination with SCA leadership, responds to internal and external requests for information, including from Congress, regarding performance of SCA/FA-managed funds.#
  • Contributes to all bureau reporting required by the Office of Foreign Assistance Oversight for the State South and Central Asia Regional Operating Unit, such as the operational plan and performance plan report.
  • Drafts Congressionally mandated reports as applicable. Provides expert advice to SCA managers up to the Assistant Secretary level on programs that help achieve organizational goals with foreign assistance.
  • Drafts responses to requests for information; and provides other general administrative, budgetary, and programmatic support to SCA/FA’s Programs Assistance Coordination Unit Policy – Senior PM serves as back up to SCA/FA Regional Policy Coordination (RPC) Unit on economic issues as needed.
  • Provides analysis and policy advice on engagement with the private sector and development finance institutions.
  • Promotes and coordinates U.S. economic efforts in the Indo-Pacific by providing timely assistance to country desks and by developing and overseeing the development of policy initiatives, agreements and projects, including through the Quad and other regional initiatives.
  • Collaborates with SCA/FA RPC Unit, SCA desks and EAP on efforts to support regional Indo-Pacific economic-related activities.
  • In close coordination with other elements of SCA, monitors developments in South and Central Asia, providing timely assessments and analysis, and supports well-coordinated USG policy and program recommendations for presentation to the SCA/FA Director, Deputy Director, Unit Chiefs and SCA Front Office.
  • As appropriate, and in accordance with Department guidelines regarding identifications of contractors (see, for example, Procurement Information Bulletin 2008-20), represents the Bureau and, as necessary, the Department in meetings and negotiations with other agencies, foreign governments and non-governmental organizations on issues in areas of expertise, with a particular focus devising new ways to promote the Indo-Pacific.
  • Provides guidance and recommendations to Bureau employees and counterparts in other offices of the Department on relevant scientific and economic aspects of U.S. foreign policy.
  • Supports the SCA/FA RPC Unit and SCA desks with counterparts in other bureaus and offices of the State Department and the U.S. government, the university community, international organizations, the private sector, and non-U.S. entities to ensure that infrastructure and development-finance related issues are taken fully into account when policy is formulated, developed, and implemented.
  • Performs other job-related duties as assigned

Senior Economic Program Manager Experience, Education, Skills, Abilities Requested

  • A Bachelor’s degree from an accredited institution in a related field of study.
  • Experience working with the private sector and commercial-related agencies (OPIC, EXIM, USTDA) is high desired.
  • Ability to work under pressure and tight/short deadlines.
  • Working knowledge of personal computers and general administrative practices.
  • Superb written and oral communication skills (ability to be concise and focused).
  • Familiarity with Microsoft Office product suites: Excel, Word, PowerPoint
  • Must pass pre-employment qualifications of Cherokee Federal
