SUMMARY
The Management Analyst will provide contract administration support, analyze, and translate requirements into requisition.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
- Provides contract administration support, analyzes, and translates requirements into requisition.
- Analyzes vendor invoices for accuracy and validate for compliance with contract terms and conditions.
- Researches and investigates new or improved business and management practices for application to agency programs or operations.
- Analyzes and evaluates agency functions and activities being considered for conversion to contract operations
- Provides management with objective based information for making decisions on the administrative and programmatic aspects of agency operations.
- Evaluates and advises on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations
- Evaluates and advises on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation
- Provides cost benefit analysis and budget development support.
- Performs other job-related duties as assigned.
SUPERVISORY/MANAGEMENT AUTHORITY
- This position does not have any supervisory/management authority.
EDUCATION AND EXPERIENCE
- Bachelor's degree in Industrial Engineering, Industrial Psychology, Public Administration, Business Administration, or a closely-related field
- Three years of experience in lieu of college degree meeting the following requirements; assisting or participating in planning and/or carrying out management improvement studies in at least one of the following areas:
- a) organizational analysis
- b) systems and procedures analysis (manual or ADP)
- c) records management analysis
- d) space utilization studies
- e) work measurement or work simplification studies
- f) cost benefit analysis
- g) budget analysis
- h) other related efficiency research studies.
KNOWLEDGE, SKILLS AND ABILITIES
- Selected candidates will be subject to a US federal and state government background investigation and must pass a drug screen.
- Must be a US citizen
- Ability to obtain and maintain an active Secret clearance. Current Active Secret clearance is preferred.
- Must have excellent customer service and multi-tasking skills
- Ability to effectively communicate both orally (in common English narration) and in writing (to include technical documentation).
- Ability to manage multiple projects, work under pressure and tight deadlines, work independently and work in a team environment.
- Proficient in Microsoft Office with emphasis on Microsoft Word, Excel, PowerPoint, other applicable database and office automation products, to include Adobe Pro.
- Ability to work in a remote environment as needed.
WORK ENVIRONMENT
- Work is performed primarily in a climate-controlled office environment.

Estimated Starting Salary Range: $54,000 - $103,000
CNB offers discretionary annual incentive pay based upon performance that is commensurate with the level of the position. EXECUTIVE ORDER 14042
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson). As a prospective employee, you will fall under this requirement and proof of vaccination will be needed for on-boarding, should you be selected. When you originally applied to our position posting, this necessity may not have yet been implemented. Limited exemptions for religious or medical reasons will be considered.
TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
