Financial Analyst
Cherokee Nation System Solutions (CNSS) seeks a Financial Analyst to provide full-spectrum Business Financial Management (BFM) support across all phases of the Programming, Planning, Budgeting, and Execution (PPBE) process. These positions will play a key role in supporting ONR Global's budgeting, fiscal resource planning, and funds execution, ensuring accuracy, compliance, and efficiency in financial management operations. Work will be performed primarily onsite at ONR Headquarters in Arlington, VA.
The Financial Analysts will accept technical tasking and prioritization direction from the ONR Global Business Financial Manager (BFM), acting as the Technical Point of Contact (TPoC).

Estimated Starting Salary Range for Financial Analyst: Pay commensurate with experience.

Financial Analyst Responsibilities Include:
Support all phases of PPBE, including planning, programming, budgeting, and execution.
Develop and maintain financial management tools, cost models, and process improvements to ensure accuracy and efficiency.
Prepare, update, and maintain financial documentation including spend plans, execution reports, budget exhibits, impact statements, and Congressional briefs.
Provide support for Program Objective Memorandum (POM) and Program Requirements Review (PRR) submissions, including "what-if" scenario modeling.
Manage and track budget execution, ensuring spend plan alignment and compliance with ONR Global policies.
Generate Purchase Requisitions, Purchase Orders, and shopping carts in Navy ERP for government approval.
Track and analyze real-time financial execution data, providing actionable reporting for ONR HQ, OPNAV, ASN RDA, OSD, and Congress.
Support process improvement efforts including robotic process automation and advanced data analytics.
Collaborate with BFMs, Comptroller, Department Heads, and other stakeholders to meet accuracy, timeliness, and quality standards.
Financial Analyst Experience, Education, Skills, Abilities requested:
Minimum Qualifications
- Bachelor's degree and 5 years of relevant experience with the Navy's Enterprise Resource Planning (ERP) financial management system.
- Robust understanding of the Department of the Navy's (DON) PPBE process.
- Demonstrated knowledge of business processes and execution protocols for DON S&T funding categories (6.1, 6.2, and 6.3).
- Proven experience in maintaining financial records, tracking commitments/obligations/expenditures, and resolving budgeting and financial issues.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Project, Teams).
- Experience with Navy ERP, PBIS, DAR-Q, Advana, Jupiter/Qlik, Power BI, and other Navy financial tools.
Desired Qualifications
- Advanced proficiency in Navy ERP and related tools for day-to-day financial management.
- Experience preparing Purchase Requisitions and other financial documentation within Navy ERP.
- Working knowledge of the Naval Research and Development Establishment (NR&DE).
- Strong analytical, organizational, and communication skills.
