CHEMUNG COUNTY DEPARTMENT OF PUBLIC WORKS is actively seeking a PUBLIC WORKS SPECIALIST III.

Public Works Specialist III- This is manual work involving responsibility for the safe and efficient operation of various types of heavy highway construction equipment typical of road maintenance and construction and the performance of manual duties related to the use of the equipment, including preventative maintenance tasks. This class is distinguished from Public Works Specialist II in that the work involves full-time or substantial part-time operation of several pieces of heavy equipment. Work requires basic knowledge and performance of skilled and unskilled public works trades required for the construction and maintenance of utilities, streets, sidewalks, curbs, bridges, structures, signs and signals. Work is performed under general supervision with some leeway for the exercise of independent judgment when supervision is exercised over the work of subordinate classifications in the execution of a particular job assignment. Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of heavy construction equipment and their operation; Thorough knowledge of utility installation; Thorough knowledge of quality control standards and procedures; good knowledge of the geography of the area; ability to supervise others; ability to understand and follow simple oral and written directions; ability to act independently; mechanical aptitude; good eye-hand coordination; willingness to respond to emergencies and perform overtime work; willingness to work outside under adverse weather conditions; good judgment; initiative; dependability; physical condition commensurate with demands of the position.
MINIMUM QUALIFICATIONS: Graduation from High School or possession of a General Equivalency Diploma and three (3) years of experience in the operation of heavy equipment which must have included recurring operation of two or more different pieces of heavy equipment on a consistent basis. Examples of heavy equipment are excavators, graders, bulldozers, pavers, grinders, scrapers and cranes. Tandem dump trucks, rollers and tractors are not considered heavy equipment.
SPECIAL REQUIREMENT: Possession of a valid Class B Commercial Driver’s License at the time of appointment and possession of a Class A Commercial Driver’s License within six (6) months of the date of appointment and tanker endorsement within three (3) months of appointment. Class A Commercial Driver’s License must be maintained throughout employment in this title.
