DISTINGUISHING FEATURES OF THE CLASS:

The CCLD Health, Safety, & Security Guard position involves responsibility for performing routine tasks pertaining to the health & safety of individuals and the security of County Library District buildings and property. An employee in this class has the responsibility of: monitoring security cameras; screening visitors and/or clients for admission to the building; inspecting property to detect security hazards; locking and unlocking library spaces; deterring criminal activity by being a visible and observant presence; active patrolling of buildings and grounds; investigation of criminal and non-criminal incidents; and detection of current or potential maintenance problems. The employee is expected to use de-escalation techniques to resolve volatile situations and enlist the support of law enforcement as appropriate. The Security Officer is the liaison to law enforcement and with permission from CCLD Administration exchange information in structured situations to ensure safety and security of the public, employees and property. The incumbent will also perform all duties as assigned.

TYPICAL WORK ACTIVITIES:

CUSTOMER SERVICE -

• Greet and welcome patrons to the library; direct patrons to the appropriate location or services
• Help patrons feel safe and secure when visiting the library
• Oversee the lost & found according to CCLD policy

PROACTIVE PREVENTION -

• MONITORING - Prevents acts that could be harmful to employees/property, or the general public by observing suspicious activity and responding to the activity with the appropriate actions
• ACTIVE PATROLS - Patrols Library buildings/property consistently providing a secure presence to detect health, safety, & security issues including but not limited to: fire, theft, vandalism, illegal activity, banned patrons, and to look out for possible hazards such as leaky pipes, unlocked doors, unusual occurrences and vandalized property and reports these irregularities to the appropriate personnel; assists CCLD Administration with enforcing the Health, Safety, & Security Program
• CONTROLLED ACCESS - Maintain secure access to property and buildings - lock and unlock library spaces as necessary; sign in/out visitors or contractors

ENFORCEMENT -

• Enforce the CCLD Code of Conduct - warn violators of rule infractions, and expel non-compliant patrons as necessary; De-escalate potentially volatile situations; Assist law enforcement and/or emergency responders
• Report and handle health, safety, & security emergencies appropriately

RECORD KEEPING -

• Interviews witnesses, collects evidence, completes daily activities report, completes incident reports, law enforcement information forms and prepares a variety of other written reports as necessary. Maintains proper and accurate records
• May testify in court regarding a variety of offenses personally witnessed which may have occurred in the Library Buildings/property

SUPPORT SERVICES -

• Respond to various non-criminal activities such as personal injuries, missing persons, stranded motorists and renders appropriate services
• New Employee Orientation - Provide orientation regarding safety, security, parking and emergency policies and procedures
• Security Escort - Assist patrons to vehicle as requested
• Assist staff with special projects or events as needed

• HEALTH & SAFETY - Working knowledge of practices and equipment in fire prevention, safety hazards, and First Aid

• CUSTOMER SERVICE - the ability to remain polite and calm when under pressure or in stressful situations or when dealing with challenging patrons. The ability to de-escalate and communicate firmly and tactfully with members of the public
• PROBLEM SOLVING - ability to follow instructions, policies, and rules without question or pushback; ability to think quickly and act effectively in emergency situations
• PERSONAL CHARACTERISTICS - Integrity and strong work ethic; high level of reliability, punctuality, and attention to detail; calm and supportive demeanor
• TECHNOLOGY SKILLS - working knowledge of standard office equipment such as computers, phones, photocopiers, filing systems, and fax machines. Possesses intermediate knowledge of computer skills and software programs
• PHYSICAL CONDITION - commensurate with the demands of the position, including but not limited to extended: sitting, walking, standing, running, reaching, lifting (at least 50 lbs), outdoor patrols in various weather conditions

MINIMUM QUALIFICATIONS: Either:

• Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's Degree in Criminal Justice

OR

• Graduation from high school or possession of a high school equivalency diploma and two (2) years of experience in a position involving primary responsibility for providing security services

SPECIAL REQUIREMENTS:

• Satisfactory completion of an approved security guard training course as approved by the New York State Department of Criminal Justice, in accordance with General Business Law, Section 89. Incumbents must maintain valid registration as a security guard throughout employment
• Within 90 days of hiring, the employee must complete CPR Training and must maintain certification throughout employment
• Within 90 days of hiring, the employee must complete First Aid Training and must maintain certification throughout employment

Pay: $21.46 - $36.26 per hour
