Summary Description: The Human Resources Manager is a senior leadership role responsible for directing and managing all human resources functions for the Health District. Reporting directly to the Acting Administrator, this position serves as a strategic advisor and organizational partner in developing and implementing HR systems that support a high-performing, equitable, and compliant public health workforce.


This role operates at both a strategic and operational level, providing expert consultation on complex workforce issues with organizational-wide impact. The HR Manager ensures HR policies, programs, and practices align with federal, state, and local requirements while supporting the Health District’s mission, values, and long-term strategic goals.


The position plays a critical role in shaping organizational culture, workforce capacity, and structural effectiveness across clinical, environmental health, administrative, and field-based operations.


Job Duties and Responsibilities (Essential Functions):  

1. Serve as a strategic advisor to the Acting Administrator and leadership team on all workforce and human resources matters affecting the Health District. 

2. Develop, implement, and maintain HR policies, procedures, and practices aligned with public sector requirements and public health operations. 

3. Lead recruitment and retention strategies to support a skilled, diverse, and mission-driven public health workforce. 

4. Oversee onboarding and orientation programs to ensure consistent integration of new employees into Health District operations and culture. 

5. Provide guidance and support to supervisors and managers on employee relations, performance management, coaching, and corrective action processes. 

6. Serve as a primary point of contact for employees to address workplace concerns and promote fair and consistent resolution of issues. 

7. Manage benefits administration, leave programs (including FMLA/WFCA where applicable), and payroll coordination in partnership with fiscal staff or vendors. 

8. Ensure compliance with all applicable federal, state, and local employment laws, public sector rules, and health district policies. 

9. Lead and support labor relations activities, including collective bargaining support, contract administration, and interpretation of labor agreements where applicable. 

10. Lead workforce development initiatives, including training, leadership development, succession planning, and organizational capacity building. 

11. Partner with the Acting Administrator and leadership team on organizational design, staffing models, and workforce planning to meet evolving public health demands. 

12. Conduct or coordinate workplace investigations as needed, ensuring appropriate documentation, fairness, and compliance with policy and law. 

13. Promote a workplace culture rooted in respect, equity, accountability, and continuous improvement. 

14. Oversee HR information systems (HRIS) data systems, reporting, and analytics to support decision-making and compliance requirements.

15. Performs other related duties as assigned. 


Physical Requirements: 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without accommodation:

  • Ability to communicate effectively, both verbally and in writing, with staff, leadership, and external partners. 
  • Ability to operate a computer and standard office equipment; extended periods of sitting and computer use. 
  • Occasional lifting up to 25 pounds and infrequent lifting up to 50 pounds. 
  • Occasional movement within office or district facilities, including stairs. 
  • Typical office environment with low to moderate noise levels.

 

Qualifications include:

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field. 
  • HR certification preferred (SHRM-CP, SHRM-SCP, PHR, or SPHR). 
  • Five to eight years of progressive HR experience, preferably in a public sector or healthcare/public health environment. 
  • Strong knowledge of public employment law, labor relations, and HR compliance requirements. 
  • Experience working in or supporting union or represented work environments is preferred. 
  • Demonstrated experience in workforce planning, employee relations, and organizational development. 
  • Strong interpersonal, communication, and conflict resolution skills. 
  • Proficiency with HR systems and Microsoft Office Suite. 
  • Ability to work independently and collaboratively in a mission-driven public service environment.
  • This role may require periodic support outside of business hours.

Salary : $85,855 - $115,055
