GENERAL SUMMARY: The Zoning Enforcement officer works under supervision of the Director of Planning and Zoning. This person performs a variety of field and office work in support of enforcement of the County’s Zoning Ordinance and soil erosion and sedimentation regulations. The normal work schedule is Monday through Friday eight-hour workday.
ESSENTIAL FUNCTIONS: An employee in this position may be called upon to do any or all of the following (these examples do not include all of the tasks that the employee may be expected to perform):
- Perform a variety of field and office work in support of the County’s code enforcement program; enforce compliance with the County’s regulations and ordinances including those pertaining to zoning, land use, soil erosion and sedimentation regulations. (May require to become deputized)
- Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of County’s zoning and soil and sedimentation regulations; conduct investigations and provide recommendations for resolution.
- Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue citations and notices of violation as necessary.
- Prepare evidence in support of legal actions taken by the County; appear in court as necessary; testify at hearings and in court proceedings as required.
- Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
- Operate computer to enter, process, and acquire data relative to complaints, inspection sites, and effective enforcement; research complaints.
- Provide customer service support and office clerical assistance as needed.
- Produces monthly reports of zoning and soil enforcement activities.
- Communicates effectively with the public on complex zoning matters.
CUSTOMER SERVICE: This is a front-line position providing excellent customer service to the general public, agencies, local unit officials and other county employees. Service is provided in person, by phone or email contact in a pleasant and professional manner. Individual must be able to communicate confidently, effectively, courteously and cooperatively.

Computer/Mathematical Skills:
- Requires the ability to add, subtract, multiply, divide and utilize decimals.
- Strong computer literacy skills (Microsoft Office Suite 2010, BS&A Software).
Problem solving Abilities:
- Ability to define problems, collect and organize data, establish facts, and draw valid conclusions.
- Ability to handle difficult situations, problem solve and professionally resolve sometimes difficult conflicts.
Specialized Skills and Abilities:
- Knowledge of specific practices, standards, and/or guidelines related zoning ordinance and soil erosion and sedimentation regulation enforcement.
- Familiarity with the County.
- Ability to remain calm in stressful situations.
- Ability to work in a fast-paced environment with frequent interruptions.
- Ability to work as a cooperative team player, offering to helps others when needed, and considering larger organization/team goals rather than individual concerns. Includes the ability to build a constructive team spirit where team members are committed to team goals and objectives.
- Ability to type quick and accurately.
- High level of organizational skills and detail oriented.
MINIMUM EMPLOYMENT QUALIFICATIONS:
- High school diploma or equivalent. College degree preferred in planning, public administration, criminal justice or related area.
- One year of work experience involving working with customers or the public preferably in the code enforcement field.
- Obtain a Michigan Soil Erosion and Sedimentation Control Certification within one (1) year of date of hire.
- Working knowledge of computers.
- Good written and verbal communication skills with the public and staff members
- Be able to multi-task and meet deadlines.
- Pass background check and drug screen per County policy.
WORKING CONDITIONS: Employee must be flexible in daily schedule; remain calm and focused under stress; meet deadlines and maintain regular attendance to efficiently process the volume of work. Employee will perform work in the field at various locations as well as in an office environment. Employee must perform work according to County policies.
PHYSICAL ABILITIES: The position requires but is not limited to the ability to perform the following requirements. MACHINES AND EQUIPMENT: This employee will be required to operate a computer, calculator, telephone, fax machine, copy machine, and other general office equipment, as well as drive a car, in the completion of a task.
