REPORTS TO:                  Director, Leadership Programs

LOCATION:                       Washington, DC

EMPLOYMENT TYPE:     Temporary Part-Time, 9 months,
                                          Maximum 20-25 hours per week


POSITION SUMMARY

The part-time Program Manager plays a key role in advancing the Congressional Hispanic Caucus Institute’s (CHCI) mission to develop the next generation of Latino leaders. This position directly supports the Latino Hill Staff Academy (LHSA)—a non-partisan, bicameral leadership program dedicated to the professional and leadership development of Latino/a/x Capitol Hill staffers, at every role and level, in the United States Senate and the United States House of Representatives.

 

The Program Manager will work in close collaboration with CHCI’s Programs and Alumni Affairs team to design and deliver targeted leadership development content that equips LHSA participants with the tools to grow as effective and values-based leaders. The content will reflect leadership best practices while being responsive to the political, policy, and public service contexts of congressional work.

 

The ideal candidate will have experience and a strong understanding of Capitol Hill dynamics, the ability to lead engaging content, and create reflective learning experiences in both virtual and in-person formats. They will ensure that all programming supports LHSA participants' ability to lead with purpose, influence change, and thrive in their professional journeys on the Hill.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Design, develop, and update culturally competent leadership curriculum aligned with CHCI’s mission, core values, and the professional development needs of Latino/a/x Capitol Hill staffers at early and mid-career levels.
  • Create and implement engaging training modules using instructional design principles, delivered through both in-person and online platforms.
  • Facilitate interactive workshops and sessions focused on leadership growth, professional skills, and navigating the political and professional environment of Capitol Hill.
  • Collaborate with CHCI staff to support the recruitment, selection, and onboarding of LHSA participants, including developing orientation and engagement strategies.
  • Support overall program planning and logistics, including scheduling, materials preparation, and coordinating technology for virtual and in-person sessions.
  • Ensure alignment of all content and delivery with CHCI’s leadership development framework and long-term programmatic goals.


 

QUALIFICATIONS

 

Required:

  • Experience working on Capitol Hill or within the federal legislative process.
  • Demonstrated ability to work strategically and collaboratively across departments and with diverse teams and stakeholders.
  • Experience working on or closely with Capitol Hill; strong understanding of the skill sets needed on Capitol Hill to be a strong staffer, leader, and manager. 
  • Strong written and verbal communication skills, with the ability to adapt content and messaging for varied audiences.
  • Proven project management and organizational skills, with the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Strong judgment and decision-making abilities, including the use of data to inform strategy and improve outcomes.
  • Effective leadership and influencing skills, with the ability to build rapport, inspire trust, and motivate others toward shared goals.
  • Commitment to the mission of the Congressional Hispanic Caucus Institute


Preferred:

  • Familiarity with Learning Management Systems (LMS) and e-learning platforms.
  • Experience in facilitating workshops and training in both virtual and in-person settings.
  • Background in coaching, mentoring, or leadership development programming.
  • Experience designing and delivering leadership or professional development content, particularly for entry and mid-level professionals.
