Director of Rehabilitation Services / Lead Capacity Program Manager

Starting salary - $25-$28 per hour

Position Summary

The Director of Rehabilitation Services/Lead Capacity Program Manager provides leadership, oversight, and administration for housing rehabilitation and lead hazard control programs. This position is responsible for grant management, regulatory compliance, staff supervision, contractor coordination, program development, financial oversight, and community outreach to ensure successful implementation of federally and state-funded rehabilitation initiatives.

Essential Duties and Responsibilities

Program Administration

  • Develop, write, and administer grant applications and oversee grant-funded rehabilitation programs in conjunction with the Executive Director.
  • Promote rehabilitation programs through marketing and community outreach and with the Outreach Coordinator through the Lead Capacity program.
  • Respond to public inquiries regarding rehabilitation services and program eligibility.
  • Manage client intake, eligibility determination, and case documentation.
  • Create and maintain grant, program, and client files in accordance with funding requirements.
  • Assign projects to rehabilitation staff, monitor progress, and ensure timely completion.
  • Review and approve project bids and rehabilitation costs or deny projects that are not financially feasible.
  • Prepare and administer contracts and oversee project implementation.
  • Coordinate project setup submissions with the Finance Department.
  • Authorize contractor payments and project expenditures.
  • Complete funding draws and reimbursement requests from granting agencies.
  • Prepare and submit all required reports to funding agencies.
  • Maintain databases tracking program participants, project costs, timelines, and outcomes.

Compliance and Quality Assurance

  • Ensure compliance with all applicable federal, state, and local regulations governing rehabilitation and lead hazard control programs.
  • Monitor eligibility requirements for recipients, properties, activities, and project costs.
  • Maintain ongoing program compliance and documentation.
  • File required recapture documents and prepare releases upon satisfaction of obligations.
  • Develop, implement, and revise policies, procedures, and protocols to improve program effectiveness.

Leadership and Staff Development

  • Supervise rehabilitation staff by assigning work, monitoring performance, and ensuring timely completion of responsibilities.
  • Provide staff training on regulatory requirements and program compliance.
  • Coordinate professional development and certification opportunities, including Lead-Based Paint, Building Code, and other required credentials.
  • Foster collaboration among departments to promote effective communication, productivity, and employee engagement.

Contractor and Community Relations

  • Coordinate contractor training and certification for Lead Abatement and other required credentials.
  • Verify contractor licensing and certification documentation.
  • Provide educational workshops for property owners, contractors, and community stakeholders.
  • Serve as a liaison among contractors, property owners, tenants, rehabilitation staff, funding agencies, and public officials to resolve issues and ensure successful project completion.
  • Serve as a technical resource to partner agencies regarding Lead-Based Paint regulations and housing rehabilitation requirements.

Community Outreach

  • Provide educational information to the public regarding housing rehabilitation and lead safety.
  • Support and facilitate the activities of the Healthy@Home CHQ Coalition.
  • Build and maintain collaborative relationships with funding agencies, public health officials, contractors, community-based organizations, and other human service agencies.

Working Relationships

Internal

  • Supervise and support Rehabilitation Services staff.
  • Collaborate with the Finance Department regarding budgets, funding, and project expenditures.
  • Assist with agency-wide staff training and development.
  • Partner with executive leadership to improve organizational coordination, efficiency, and service delivery.

External

  • Maintain productive relationships with federal, state, and local funding agencies.
  • Collaborate with the County Health Department to coordinate lead hazard control initiatives.
  • Work closely with contractors, property owners, tenants, and community organizations to ensure successful program delivery.
  • Represent the organization within community partnerships and housing initiatives.

Required Knowledge, Skills, and Abilities

  • Strong leadership, organizational, and supervisory skills.
  • Excellent written and verbal communication abilities.
  • Demonstrated project management and multitasking skills.
  • Ability to interpret and apply complex federal and state regulations.
  • Strong analytical and problem-solving skills.
  • Experience managing multiple priorities while meeting deadlines.
  • Proficiency with Microsoft Office Suite, databases, and other computer applications.
  • Ability to build collaborative relationships with diverse stakeholders.

Minimum Qualifications

  • Bachelor's degree in Public Administration, Business Administration, Housing, Community Development, Social Services, Health or a related field required.
  • Master's degree preferred.
  • Advanced computer proficiency, including Microsoft Word, Excel, Outlook, and internet-based applications.

Preferred Experience

  • Experience managing grant-funded housing rehabilitation, community development, or lead hazard control programs.
  • Demonstrated experience supervising staff and managing program operations.
  • Experience with contract administration, budgeting, reporting, and regulatory compliance.
  • Strong background in project coordination, stakeholder engagement, and community outreach.
  • Experience working with HUD-funded or other federally funded housing programs is highly desirable.

Work Environment & Physical Requirements

  • Hybrid work environment allowed upon completion of probationary period.
  • Flexible work schedule available upon approval.
  • Prolonged periods of computer work.
