Job Description
Performs skilled administrative support work collecting and receipting tax and other revenue payments, posting accounts, assisting customers, entering data, maintaining detailed and/or confidential records, and performing related work as apparent or assigned. Work is performed under the moderate supervision of the Billing and Collections Supervisor.
Essential Functions
- Receives tax payments for real estate, personal property, and water utilities in person and through mail, processes credit card payments, issues receipts for payment, and posts payments to accounts;
- Prepares and sends utility work orders for field staff; closes work orders in billing software once returned from field staff;
- Processes overpayments, pre-payments, and miscellaneous cash payments, processes refund checks when applicable;
- Assists taxpayers, attorneys, realtors, mortgage companies, utility customers, with questions, problems, and complaints in person or by telephone and directs calls to the appropriate department;
- Closes and balances cash drawer daily, prepares daily bank deposits, and balances accounts receivables;
- Maintains taxpayer and utility accounts;
- Updates personal information including address, phone number, employer, new locations, account initiations, account terminations, etc.;
- Assists the public with the completion of various records, applications, etc. by verifying the completeness and accuracy of information;
- Assists in Enforcement Procedures process, prepares and mails delinquent statements, prepares a variety of forms, letters, invoices, and correspondence pertaining to the collection of funds and processes returned mail;
- Uploads and maintains electronic files and records;
- Performs other duties as assigned.
Minimum Qualifications
High school diploma or GED with coursework in bookkeeping or related field and moderate experience in customer service or an equivalent combination of education and experience. Bilingual and previous collection experience preferred. Must attend Fundamentals of Property Tax Collection within first year of hire.
Knowledge, Skills, and Abilities
- General knowledge of bookkeeping terminology, methods, procedures, and equipment;
- General knowledge of standard office procedures, practices, and equipment;
- Skill to use a variety of office machines;
- Ability to understand and follow oral and written directions;
- Ability to establish and follow detailed work procedures;
- Ability to post accounts and to perform mathematical computations with speed and accuracy;
- Ability to establish and maintain effective working relationships with associates and the general public.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling, feeling, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching, crawling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
May require specific certifications and/or licenses depending on departmental assignment. Must possess a valid North Carolina driver’s license.
