The Solution Architect / Cloud Engineer is a senior technical generalist who serves simultaneously as an independent architectural advisor to ESSG leadership and as the portfolio's cloud engineering authority. Anchoring (Architecture Design, Research, and Prototyping), this combined role drives the long-term architectural roadmap, leads FinOps and cost-optimization initiatives, champions HL7 FHIR interoperability, and develops AI/ML governance frameworks. The role requires demonstrated depth in both enterprise architecture decision-making and hands-on cloud platform engineering — including integrated decision-support dashboards — to translate strategic direction into implementable solutions.

The role requires demonstrated depth in both enterprise architecture decision-making and hands-on cloud platform engineering — including integrated decision-support dashboards — to translate strategic direction into implementable solutions.
Key Responsibilities
- Provide enterprise-level architectural leadership, developing and maintaining unified roadmaps across the ESSG portfolio
- Act as an independent technical advisor to ESSG leadership; conduct ROI, Build vs. Buy, and Cost-Benefit Analyses supported by rapid prototypes and POCs
- Lead FinOps initiatives to optimize cloud costs, track Total Cost of Ownership (TCO), and provide fiscal transparency across all ESSG systems
- Develop and maintain automated, data-driven decision-support dashboards (QuickSight, Grafana, Power BI), providing real-time visibility into architecture health and cloud spend
- Architect and implement scalable, secure cloud solutions within CLIENT-provided AWS and MAG environments, aligned with Well-Architected Framework pillars
- Evaluate AI/ML services and establish 'Developer AI Scorecard' frameworks to assess the safety, effectiveness, and performance of AI implementations
- Provide subject matter expertise on HL7 FHIR interoperability standards to advance digital data sharing across ESSG systems
- Lead Low-Code/No-Code platform evaluation and enablement to expand organizational delivery capacity
- Ensure all architectural decisions comply with CLIENT TRA, TLC, and ARS; support FedRAMP authorization processes
- Evaluate and prototype emerging technologies; ensure all AI and data outputs use open, standard formats (JSON, XML) to prevent vendor lock-in
- Develop and maintain technical documentation and system architectural drawings stored in CLIENT-approved repositories
- Bachelor's degree in computer science, Engineering, or related field; master's degree preferred
- 8 years of combined cloud engineering and enterprise architecture experience, with at least 3 years in a federal healthcare or client-related environment
- AWS Solutions Architect – Professional and Azure Solutions Architect Expert (or equivalent) certifications required
- FinOps Certified Practitioner required; demonstrated hands-on cloud cost optimization experience is a key discriminator
- Demonstrated depth in integrated decision-support dashboards (QuickSight, Grafana, Power BI) with data platform exposure (Snowflake, Databricks, or equivalent)
- Experience with HL7 FHIR standards and healthcare interoperability frameworks
- Familiarity with AI/ML governance principles and the NIST AI Risk Management Framework
- Strong IaC skills (Terraform, AWS CloudFormation, AWS CDK) and multi-account AWS environment design
- Ability to translate complex technical concepts into executive-level briefings and data-driven dashboards
- Knowledge of federal security frameworks: FISMA, NIST 800-53, FedRAMP, HIPAA
