Position Summary:
The Director of Human Resources reports to the Chief Human Resources Officer. This role ensures compliance with federal, state, and HRSA regulations, drives talent acquisition and employee engagement strategies, and cultivates a supportive and inclusive workplace culture. The Director will collaborate closely with senior leadership to align HR strategies with the health center’s mission to provide accessible, high-quality care to underserved communities.
- Lead all HR functions including recruitment, onboarding, employee relations, training, benefits administration, and performance management.
- Ensure organizational compliance with HRSA, 2 CFR 200 procurement rules, and other applicable federal and state employment regulations.
- Manage the development, implementation, and enforcement of HR policies and procedures.
- Oversee the recruitment and retention of clinical and non-clinical staff, supporting the center's staffing and workforce development needs.
- Implement and manage HRIS systems (Paylocity) and ensure accurate employee data reporting.
- Serve as the main point of contact for employee relations issues, investigations, and disciplinary actions.
- Advise department heads and managers on HR best practices and labor law compliance.
- Administer compensation and benefits programs to remain competitive and aligned with budgetary constraints.
- Lead employee engagement and recognition initiatives to foster a positive work environment.
- Monitor and report on HR metrics (turnover, time-to-fill, engagement, etc.) to guide strategy.
- Coordinate workforce training programs and career development initiatives.
- Wage and benefit administration, and Safety and worker’s compensation
- Employee retention initiatives
- Employee relations and human resources management programs
Professional Experience/Educational Requirements
- A minimum of ten years of professional consulting experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution.
- Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred).
- Equivalent combination of education and experience.
- Previous supervisory/managerial experience preferred.
- Extensive working knowledge of state/federal employment and labor laws.
- Experience partnering with operations to achieve business outcomes.
- Healthcare experience in human resources and employee relations also preferred.
- Prior experience working with a non-profit community health center preferred.
- Experience with HRIS systems ( Paylocity) preferred.
Certification/Licensure:
- SHRM-CP/SCP or PHR/SPHR certification
