General Definition of Work

The Payroll Systems Manager, under limited supervision, performs senior level work with considerable decision-making discretion overseeing key payroll management duties, such as auditing the monthly payroll processes, ensuring the accuracy of each payroll cycle, calculating back payments and pay adjustments. This position will work closely with department administration to ensure that the payroll processes are accurate, efficient, and compliant with required regulations. Employee serves as the technical lead on systems analysis, systems solutions, and the development of new systems to meet user needs. Employee performs complex and supervisory work to carry out Board of Education policies and procedures related to payroll under the direction of the Director of Payroll.

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned programs
  • Investigate, analyze, and formulate methods for handling special projects/reports
  • Work with HRIS to audit data integrity between HRIS and other payroll software
  • Develop and track compliance metrics within the district
  • Evaluate technical and economic feasibility of proposed systems solutions
  • Develop project proposals on the basis of cost/benefit justification
  • Provide technical guidance to applications programming, systems software, computer center operations and user personnel in the planning and scheduling of assigned systems projects
  • Serve as lead systems analyst for finance and payroll
  • Analyze detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution
  • Oversee the development, design, and programming specifications for required payroll
  • Ensure the continuing effectiveness of systems through appropriate testing and modification
  • Collaborate, develop, and implement payroll systems policies and programs
  • Complete complex calculations to ensure employees are paid correctly, including calculating retroactive compensation
  • Develop, monitor, and maintain a system of accountability with departments and schools
  • Collaborate with departments (including HRIS) and schools to ensure accurate and timely data collection for processing of payroll
  • Facilitate staff meetings and attend other related meetings as needed/required
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations

Knowledge, Skills, Abilities

  • Comprehensive in-depth knowledge and understanding of system analysis, applications programming and program documentation
  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system payroll and HRIS applications
  • Thorough knowledge of advanced principles and techniques of complex computer programming, on-line and web programming, and programming documentation
  • Ability to analyze, design, write, test and debug complex and technical computer programs
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to develop and monitor a budget
  • Ability to direct and evaluate the work of others
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
  • Ability to communicate effectively
  • Ability to reason, make judgments, and maintain effective working relationships

  • Ability to maintain confidentiality regarding school system business
  • Ability to take initiative, work independently, and exercise sound judgement
  • Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy
  • Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs
  • Demonstrated ability to perform detailed work, planning, risk assessments, and associated risk mitigation actions
  • Demonstrated ability to work effectively in a deadline-driven, rapidly changing team environment

Education And Experience

  • Bachelor's degree in accounting, finance, technology, or related area required
  • Minimum of five (5) years' experience in systems design and development or related area
  • Equivalent combination of experience and education

Special Requirements

  • Possess and maintain a valid Driver's License or ability to provide own transportation
  • Travel to school district buildings and professional meetings
