Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to staffing and employment under the direction of the Associate Superintendent of Human Resources.

Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned staff/programs in human resources
- Investigate, analyze, and formulate methods for handling special projects/reports
- Ensure that all Human Resources systems are fair, equitable, and adhere to state, federal, and local laws, and school board policies
- Oversee the system of record compliance functions and reporting with onboarding employees including E-Verify (I-9 records), background checks, drug tests, and health certification submission to ensure compliance with local, state, and federal policies/laws
- Advise on staffing needs and budgetary considerations
- Manage and monitor departmental budget
- Create a collaborative hiring process to improve the experience for current and prospective employees
- Direct the continuous assessment of personnel programs, policies and procedures and recommend additions, modifications and improvements as required
- Provide technical guidance on personnel policy development and interpretation to the school staff
- Plan, organize, direct, and supervise the personnel management program including selection, onboarding, and
- Develop, interpret, implement, and enforce personnel policies and procedures and legal consideration related to disciplinary actions
- Create systems and processes to track and improve productivity data of the Employment Team
- Collaborate on the development, review, and renewal of contracts of third-party vendors that support the work of Employment and Performance Management
- Facilitate staff meetings and attend other related meetings as needed/required
- Oversee and manage processes to ensure accurate management of personnel records and reporting through multiple platforms
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication/public relations
- Perform related work as assigned or required
- Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and human resources programs
- Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs
- Thorough knowledge of county and school board policies, procedures, and standards regarding funding, position control, and allotments
- Thorough knowledge of relational database theory and techniques
- Thorough knowledge of immigration policy, procedures, and requirements related to employment
- Ability to maintain professional and emotional control under stress

- Bachelor's degree required
- Master's degree in education or related area preferred
- Minimum of five (5) years' experience in human resources preferred
- Equivalent combination of experience and education
- Possess and maintain a valid Driver's License or ability to provide own transportation
- Travel to school district buildings and professional meetings
