General Definition of Work
The Director of Benefits and Risk Management, under minimal supervision, performs senior level work with considerable decision-making discretion planning, managing, and implementing a comprehensive insurance and risk management program. Employee will oversee district risk management benefits, employee healthcare administration/flex benefits, ADA, ACA, and workers' compensation. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to risk management, employee healthcare administration/flex benefits, ADA, ACA, and workers' compensation under the direction of the Executive Director of Benefits and Risk Management.

Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned programs/staff
- Oversee, plan, manage, and implement the risk management, employee benefits, and workers' compensation program ensuring compliance with state and federal benefit statutes
- Oversee insurance benefit concerns along with reporting and reconciliation problems
- Supervise and administer insurance plans in compliance with carrier policies, ACA, COBRA, FMLA and Section 125 Cafeteria benefits regulations
- Supervise, administer, and coordinate WC with FMLA
- Oversee employee benefits administration/exceptions/verifications as often as needed to ensure employees are established in payroll with accurate billing and proof of coverage
- Collaborate with insurance broker to maintain quality plans/customer service
- Oversee and facilitate the annual enrollment process in insurance and cafeteria plans
- Oversee/facilitate enrollment in insurance plans including medical, dental, vision, life and voluntary supplemental plans
- Prepare/create various reports using carrier software, spreadsheets, as needed/required
- Oversee and maintain up to date benefits material in and on multiple platforms
- Oversee, manage, calculate premium adjustments and complete weekly payroll uploads to platform for insurance payroll deductions, changes, and discrepancies
- Maintain a variety of insurance records including carrier contracts, and employee records for reference and audits
- Collaborate with district administration to provide required training on workplace-related safety practices, relevant job-or activity-specific safety and emergency procedures
- Provide specialized consultation and subject matter expertise in evaluating requests for accommodation in compliance with state and federal laws
- Serve as subject matter expert for ADA, ACA, and WC
- Facilitate staff meetings and attend other related meetings as needed/required
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication/public relations
- Perform related work as assigned or required
- Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and human resources programs
- Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs
- Knowledge of state statutes, federal laws/rules, policies, and regulations regarding employee benefits and workers' compensation
- Skilled in technology with demonstrated ability to use spreadsheet software and word processing software
- Demonstrated problem solving and conflict resolution skills requiring independent judgment to appropriately apply knowledge of policy, employment laws and/or regulations
- Ability to maintain professional and emotional control under stress
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor

- Bachelor's degree in risk management, human resources, or related area required
- Minimum of five (5) years' experience overseeing ADA, WC, FMLA preferred
- Equivalent combination of experience and education
- Possess and maintain a valid Driver's License or ability to provide own transportation
- Travel to school district buildings and professional meetings
