Performs responsible, administrative, and technical supervisory work overseeing the development of the operations of the Utility Department.  Provides direction, oversight, coordination, and evaluation of personnel related to the following: programs, projects, budget process, contracts and grants, CIP plans, work programs, data entry, and administrative personnel. Work involves planning, assigning, and directing work detail and examining work for accuracy and compliance with policies and procedures.

  • Assists in developing strategic plans, work programs, cost and time estimates and annual budgets for all Utility funds – Operating and Capital.
  • Prepare and maintain the County’s five-year Capital Improvement Program (CIP); review and analyze department submittals; initiate, prepare and assist departments with CIP 20-year CNA update.
  • Identify, track, and reconcile eligible expenses for State Revolving Fund (SRF) loans, grants, and legislative appropriations.
  • Perform day-to-day administration of assigned projects; monitor budget and expenditures, update schedules, monitor progress of project, process purchase orders, work orders and invoices to ensure adherence to contract requirements. 
  • Plans, coordinates, and supervises professional, technical, administrative and skill trade positions within the division; and participates in the selection, placement, promotion, training, appraisal, and discipline of assigned employees.
  • Coordinates process for bidding and contracting of services of various project components, including preparing Requests For Proposals (RFPs) and bid packages, conducting pre-bid and preconstruction meetings, participating in the selection of vendors, and awarding of contracts.
  • Formulates master schedule to establish sequence and lead time of operations necessary to accomplish multiple budgetedwork programs: and ensures that work performed conforms to policies and procedures.
  • Manages and oversees activities of assigned personnel: and performs on-site inspections of projects and work programs; monitors work in-progress and inspects completed work; and provides technical expertise and guidance to solve problems and ensure timely completion of projects.
  • Ensures that all activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations.
  • Responds, coordinates, and manages resources after normal working hours due to 24-hour operations and safety sensitive situations.
  • Assists with preparing and presenting presentations to County staff, Administration, Board of County Commissioners, and the public.
  • Develops and implements division policies; establishes standards and procedures; measures result against standards; and makes necessary adjustments.
  • Receives and responds to citizen requests and complaints by telephone, email, and in person; investigates complaints; and research requests for information from both the public and County staff.
  • Performs administrative duties including written reports, memorandums, letters, and electronic correspondence, interaction with others, and communication through telephone and meetings.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

Education and Experience:

An equivalent combination of relevant training, education and experience:

  • Associate’s degree:
    1. Preferred:
      • Accounting
      • Engineering
      • Construction Management
      • Finance
      • Economics
      • Business Administration
  • Five (5) years of experience in construction and project management to include fiscal responsibilities or administration to include lead or supervisory experience.
  • Preferred:
    • Work experience in a local government entity.

Licenses and/or Certificates:

  • Must maintain a valid driver’s license.
  • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures, and policies.
    • Knowledge of construction practices currently recognized in the construction industry.
    • Considerable knowledge of budget preparation and monitoring of financial responsibilities.
    • Knowledge of County codes and ordinances, principles of Utilities management. 
    • Quantitative skills including financial calculations and basic knowledge of algebra and geometry.
    • Ability to assess processes and to make appropriate adjustments to maximize efficiencies; considerable knowledge of the principles and techniques of planning, management, and scheduling.

Salary : $71,531 - $118,019
