Parks and Natural Resources is looking for the ideal candidate who will perform administrative, technical, and inspection work involving the organizing, coordinating, and inspecting of various work orders, contracts, and projects. Oversees work and participates in securing compliance by annual contractors and service providers working on County projects to ensure that contract specifications are met. Coordinates and consults with other team members to determine annual preventative maintenance needs and evaluation of results. Oversee the coordination and standardization of work programs, basis of design, annual training documents and engagement surveys. Tracking of internal inventory and equipment.
· Reviews, logs, and monitors progress of work for contract compliance.
· Reviews quotes to ensure compliance with contract terms and project scope.
· Compile, review, and consolidate multiple assessments, reports, and field documents into clear, concise summary documents for management review and project tracking.
· Reviews plans, designs, and specifications to ascertain code compliance and ability to meet and maintain project goals; makes recommendations and communicates with affected parties.
· Establishes and maintains contact with contractors to ensure the smooth working of the contract process and delivery of contract requirements.
· Prepares bid requests; reviews bids for conformity with contract requirements; recommends award to Purchasing Department; assists with validation and negotiation of amendments and/or extensions with the Purchasing Department and contractors.
· Reviews invoices and verifies completed work for compliance with contract terms and departmental standards and authorizes payment or makes corrections.
· Monitors field inspection of contracted projects to ensure compliance with plans, specifications, schedule, testing, permits, and ordinances; investigates special concerns and requests for change orders regarding design and construction.
· Responds to citizen concerns; prepares written reports and maintains internal files.
· Assists with general office duties and performs routine administrative tasks that may include ordering supplies, processing paperwork, research, scheduling meetings, creating agendas, record-keeping and taking meeting notes.
· Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
· Manages annual contracts of outside vendors and assists with vandalism tracking
· Tracking and inventory of internal equipment and supplies.
· Maintains documents and standardization for work programs, annual training and basis of design.
An equivalent combination of relevant training, education and experience:
- Associate’s Degree
- Preferred:

- Two (2) years of experience in contract preparation, construction, administration and management, facilities operations and maintenance.
- Must maintain a driver’s license.
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge of purchasing procedures, legal terms, and contract management.
- Knowledge of materials, equipment, methods, and techniques used in engineering and construction, maintenance, and repair.
- Skill in the use of standard office computer equipment and software applications.
- Strong research and analytical skills; problem-solving and negotiation skills; organization, project-management and time-management skills.
- Strong written and oral communication skills to include the ability to write reports, business correspondence, and procedure manuals and the ability to make effective public presentations and address groups of managers, clients, customers, and the general public.
- Quantitative skills including ability to calculate discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
- Skill in prioritizing and organizing work.
- Skill in the use of office equipment such as multi-line telephone system, scanner, fax machine, and copier.
- Ability to interpret plans, terms, and specifications of contracts, as well as diagrams, data, technical and trade journals, technical procedures, and/or governmental regulations.
- Ability to detect poor workmanship and inferior materials that do not meet contract terms.
- Ability to conduct effective inspections in determining contract compliance and to enforce and interpret terms of contracts with firmness, tact, and impartiality; ability to coordinate County projects with other State and federal agencies.
- Ability to provide internal/external guidance and customer assistance via all forms of communication.
- Ability to operate a motor vehicle.
- Ability to establish and maintain effective working relationships with contractors, employees, and the general public.
- Ability to use computers for data entry, word processing, and/or accounting purposes.

WORK ENVIRONMENT
Work is performed both indoors and outdoors, potentially exposed to temperamental changes (e.g., field conditions, warehouses, tight spaces, equipment, etc.) or irate customers, extreme noise, odors, heights and/or dust.
