Description

The Forensic Laboratory Analyst II is a highly specialized mid-level professional position responsible for conducting scientific examinations of physical evidence related to criminal investigations. This position applies advanced principles of forensic science to test and analyze various types of physical evidence submitted to the laboratory. Under minimal supervision, the analyst will interpret results, prepare reports, and testify in court as an expert witness in accordance with internal procedures, local, state, and federal requirements, and accreditation standards.

UNIT ASSIGNMENT:

Forensic Biology: Analysts assigned to this unit examine evidentiary material collected from crime scenes for the presence of biological substances and/or DNA. The analyst will perform serological testing to examine for the presence of potential biological material, processes samples to isolate DNA, interprets DNA results to make comparisons, and generates associated statistical analyses.

HIRING SALARY: $76,315 - $99,964 (Estimated Annual Salary)

Duties and Responsibilities

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.)

  • Uses independent judgement in determining tests performed and items tested on routine and moderately complex cases, while consulting with senior level analysts as needed.
  • Conducts qualitative and quantitative analyses of physical evidence related to criminal investigations using scientific testing procedures, to include microscopic and macroscopic physical examinations and chemical analyses. Demonstrates proficiency in multiple areas within their discipline, applying advanced techniques.
  • Analyzes, interprets data and other information prior to preparation of reports.
  • Receives evidence and maintains proper chain of custody.
  • Prepares accurate and precise notes, technical reports and comprehensive documentation of results.
  • Serves as a qualified expert witness in court, effectively communicating complex scientific findings.
  • Provides technical assistance to submitting agencies and the criminal justice community.
  • Works with potentially hazardous materials following laboratory safety protocols and procedures.
  • Provides guidance and training to entry-level analysts, fostering professional development.
  • Assists with quality control measures, ensuring compliance with internal procedures and accreditation standards.
  • Performs other related duties as assigned to support laboratory operations and the Public Safety Directorate.


Minimum Qualifications

QUALIFICATIONS:

  • Bachelor’s Degree in Natural Science, Forensic Science, or a closely related field required. Graduate degree preferred.
  • For Forensic Biology Unit assignment: a minimum of twelve (12) semester or equivalent credit hours of combined undergraduate and graduate course work in biochemistry, genetics, molecular biology, statistics and/or population genetics.
  • A minimum of four years of professional experience in an International Organization for Standardization (ISO) accredited forensic science laboratory.
  • Certification by the American Board of Criminalistics (ABC) preferred.
  • Successful completion of auditor (Forensic Technical Assessor, FBI QAS auditor, etc.) training preferred.
  • Must possess a valid SC Driver’s License (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.


PHYSICAL REQUIREMENTS:

  • Able to distinguish the full range of the color spectrum to perform forensic examinations.
  • Able to function productively in a standard office environment accessing work areas and office equipment.
  • Able to perform all essential functions of the position while wearing required protective equipment.
  • Able to lift, carry, push, and pull up to twenty-five (25) pounds occasionally.
  • Able to sit for long periods of time and to maintain focus on project such as computer screen.
  • Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community.


WORKING CONDITIONS:

  • Typical assignments are carried out in a laboratory environment with some exposure to noxious fumes with appropriate personal protective equipment.
  • Work involves some risk of sustaining illness and injury from the use of chemicals, high-pressure laboratory systems, biological materials and organisms, also high energy light sources and voltage.
  • Consent for collection of a DNA sample at the time of hire is a mandatory condition of employment.
  • Position requires moderate travel within and outside of the County which imposes common travel hazards.
  • To successfully fulfill the essential functions of this position, employee must maintain standard work hours within the Biological Science Center. Standard work hours are Monday - Friday between the hours of 8:00 AM - 5:00 PM. Position may include meetings, presentations and events during weekends and evenings. Irregular hours may be necessary when deemed essential to maintain operations in response to matters of public safety.
  • This position may offer some opportunity for remote work.
  • All employees of Charleston County government must reside in South Carolina.
