Property Manager – Affordable Housing (HUD Project-Based Section 8)
Location: Orlando, FL
We are seeking an experienced and motivated Property Manager to oversee the daily operations of a 60-unit Affordable Housing community with HUD Project-Based Section 8 (PBRA) units. This role is responsible for driving operational excellence, maintaining compliance with HUD regulations, and achieving financial and occupancy goals.
The ideal candidate brings strong leadership, compliance expertise, and a commitment to providing high-quality housing and resident services.
Key Responsibilities

Oversee all property operations, including leasing, compliance, maintenance, and financial performance

Ensure full compliance with HUD Project-Based Section 8 regulations, including annual and interim recertifications, EIV Reporting, and file audits

Supervise maintenance staff, including scheduling, training, and performance management

Maintain high occupancy by retaining residents and driving leasing efforts

Review and approve applicant eligibility in accordance with HUD guidelines
-
Monitor rent collections, minimize delinquencies, and control operating expenses

Deliver exceptional customer service by addressing resident concerns and ensuring timely completion of service requests

Coordinate resident engagement activities and communications (e.g., newsletters, notices)

Manage vendor relationships, negotiate contracts, and oversee service delivery

Solicit bids and manage capital improvement and rehabilitation projects

Ensure timely completion of financial reporting, compliance reporting, and audits

Conduct regular inspections to maintain curb appeal and unit readiness

Manage hiring, onboarding, and terminations of staff

Enforce company policies, Fair Housing regulations, and EEO standards
-
Represent the property in court proceedings as necessary (e.g., evictions)

Complete required internal training, including waitlist management, certifications, and move-out procedures
Qualifications:

Education: High school diploma or GED required; college coursework preferred

Experience: Minimum of 3–5 years of property management experience, preferably in Affordable Housing / HUD Section 8

Certifications:

COS (Certified Occupancy Specialist) required

Additional HUD certifications strongly preferred

Technical Skills:

Proficiency in Microsoft Office

Experience with Yardi or similar property management software preferred

Other Requirements:

Valid driver’s license

Strong knowledge of HUD regulations, Fair Housing, and compliance standards
