Summary
The hiring salary range for this position is $71,472.76 - $90,000.00 annually, commensurate with experience.

Charles County Government is seeking an experienced Financial Administrator to perform a wide range of professional financial management functions to support the Department of Planning and Growth Management. Duties include, but are not limited to, assisting with annual budget development, preparation of financial reports, asset management inventory, grants administration management to include assisting with efficiency studies, and departmental audit requirements. The Financial Administrator will also provide leadership for the overall financial operations of the department including providing guidance and training related to budgetary items for the Assistant to the Chief and Assistant to the Director positions within the department, and work with the Purchasing Division to develop annual bid recommendations and to ensure compliance with the County’s Purchasing Policy. Overall goals are set by the Director/Deputy Director and worker independently determines specific tasks and assignments to be performed, providing recommendations to solve new and unusual problems.
Essential Job Functions
- Coordinates/manages the annual budget process for the department including review of department expenditures, preparing budget amendments, transfer requests, contingency transfer requests, budget corrections, journal entries, financial reports, and purchasing activities.
- Coordinates/manages Departmental audits to ensure compliance with industry standards, Commissioner Goals, and County Policies.
- Formulates efficiency studies to provide recommendations to senior managers for improving the delivery of programs and services.
- Analyzes department fees and charges to ensure the department is assessing fees appropriately to recover cost for enterprise funded operations. Makes recommendations to department leadership for fee and charges adjustments when needed.
- Manages all aspects of controlling the department’s assets. Designing programs to provide staff with direction and training, maintains records, and provides recommendations to senior management for budget preparation.
- Coordinates with budget preparation and reconciliations to include providing input on budget adjustments needed throughout the year. Works directly with each Assistant to the Chief and the Assistant to the Director in support of their division’s budget.
- Analyzes information from the permitting software program and the County’s accounting system to ensure the accuracy of all accounts.
- Provides guidance and trains staff on the departmental budget and provides training on the County’s accounting system.
- Supports and assists with the Department’s Grants Programs to include researching grant opportunities, prepares/maintains all required records, and acts as liaison with government agencies, community groups, citizens, and other County Departments.
- Works with PGM staff and the Purchasing Division to develop and prepare annual bid recommendations and documents for frequently purchased supplies or services.
- Prepares and monitors Department's Minority Business reporting.
- Prepares various monthly, quarterly, and year-end financial reports for county, state, and federal agencies.
- Prepares purchasing documentation for all capital project management activities.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Bachelor’s degree in finance, accounting, or business-related field. Five (5) years of combination of professional accounting and grants financial management experience, or an equivalent combination of education, experience, and training.

- Knowledge of the principles, concepts and practices of governmental accounting as applied to general accounting and capital asset accounting.

- Knowledge of general grant financial requirements.
- Knowledge of Procurement policies and procedures.
- Ability to provide financial program administration assistance and related services.
- Ability to maintain confidential information.
- Ability to analyze and reconcile accounts and data.
- Ability to compile data and prepare reports.
- Ability to ensure accounts are maintained in accordance with appropriate accounting principles and standards.
