Charles County Government is seeking an experienced Aging & Human Services Administrator to perform aging services work in directing the administration of state and federal grants and assures compliance for programs and services to disabled individuals, older adults, and family caregivers, including Medicaid Home and Community Based Services, Older Americans Act Programs, Aging & Disability Resource Center operations. Administrator will plan, implement and evaluate assigned programs and services for the County to ensure fiscal compliance and performance objectives are met. Overall goals are set and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work.
Manages, plans, supervises, and evaluates the delivery of multiple fee-for-service and grant-based programs administered by the Aging & Human Services Division. Programs, including the Community Options Waiver; National Family Caregivers Support Program; Aging and Disability Resource Center; Community Outreach and Education services; Senior Health Insurance Program; Adult Public Guardianship program; Ombudsman/Elder Abuse Prevention Program; Senior Nutrition Programs; Supporting Older Adults with Resources (SOAR) and Legal Aid services
Maintains demographic and statistical data and is responsible for the maintenance and administration of database software which serves the entire Division. Prepares and submits state and federal reports as well as local performance reports utilizing statistical and fiscal data, as required.
Develops and implements administrative processes including computer systems to manage program administration, reporting, and control.
Conducts research, planning and related activities in connection with programs, services and grant applications.
Writes Annual Strategic Plan for the agency in accordance with state directives, and monitors program activities relative to compliance with approved plan
Interprets and communicates federal, state and local laws, regulations, and requirements to others.
Provides direct assistance to the public (benefits coordination, back-up support for all programs, referral, etc).
Develops and implements outreach and community informational/promotion efforts.
Develops, negotiates and monitors contracts and agreements.
Monitors budgets, including revenue received via fee-for-service programs and activities carried out by Division personnel. Evaluates programs for compliance within state and federal grant requirements.
Trains, evaluates, and directs staff in accordance with county policies and procedures, and oversees volunteer service.
Serves on various councils, committees, and boards and serves as liaison to agencies and organizations.
May serve in place of Chief when needed.
Performs other related job duties as assigned.
Education and Experience:
Bachelor’s degree in human services, public administration, accounting, or related field. Three years of years of progressively responsible managerial experience that includes supervisory experience in administration of human services or public administration or aging/special populations. Experience in the management and administration of state and federal grants, monitoring regulatory and fiscal compliance, and evaluating performance-based outcomes.
Licenses/Certifications: Must possess a valid driver’s license.
Special Requirements/Qualifications:
Certificate of completion in a professional Grants Management course preferred or obtained within 1 year of employment.
Knowledge, Skills and Abilities:
Knowledge of elderly and disabled populations and the needs of the community.
Knowledge of effective methods and techniques of managing grants and revenue-based fee-for-service programs administered by the Division, and services for older persons and their families.
Knowledge of effective methods and techniques of developing programs and service for specified populations
Knowledge of effective techniques of administrative management including computer systems to facilitate program reporting, evaluation, regulatory and fiscal compliance, and control.
Knowledge of effective techniques of supervision.
Knowledge of PC operations
Knowledge of effective methods of promoting programs to the community
Ability to write strategic plans, direct, and evaluate programs and services for disabled individuals, older persons, and their caregivers.
Ability to plan and prepare effective grant applications.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with others encountered in the work.
Ability to perform administrative functions including budgeting, purchasing, and personnel management.

PHYSICAL DEMANDS
The work is sedentary with frequent periods of walking and standing. Typical positions require workers to lift and carry up to 20 pounds; climb stairs; bend and crouch; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards; and the ability to speak normally, to use normal or aided vision and hearing.
