Job Purpose

Project Quality Manager ensures safety and achieves the quality requirements during each job phase. In construction, the quality requirements are established by the contract documents such as plans & specifications.

Job phases such as preparatory, start-up, production, completion & close-out shall be monitored by the Quality Director to ensure that our Quality Management System (QMS) is in coordination and cooperation with the entire project team to ensure that CPSSC work activities are performed:

  • In a Safe work environment
  • According within the defined scope, plans and specifications
  • Within a defined budget
  • On time – within the defined scheduled critical path or milestone activities

Primary Responsibilities

  • Participate in pre-job meetings and early job site visits
  • Create or review site work / quality plans
  • Verify QC personnel have current training certifications or records Identify future training needs
  • Coordinate with the PM team the skilled craft certifications
  • Track calibration certs and issuance of QC tools.
  • TruQC job set up and DIR approval shared with Quality Director
  • Create QCI letters of designated authority
  • Observes QC Inspection (QCI) activities through review and approval of QC Reports.
  • Point of Contact (POC) - Quality matters for our Project Managers & personnel performing inspection activities.
  • Interim jobsite audits
  • Observe in process work activities and verify CPSSC Quality Inspections are in accordance with the site work and quality plans
  • Maintain CPSSC AMPP Certs by coordinating and participating in AMPP audits.
  • Document and track corrective actions, non-conformances and disposition on CPSSC CAR Log
  • Record lessons learned for quality improvement.

Secondary Responsibilities

  • Craft certification training coordinate or participation
  • Review or approve material purchase order and work packages

Technical Skills:

· Knowledge of Quality Assurance & Quality Control principles and their application for construction, procurement, testing and/or Champion Operations

· Experience developing/documenting procedures and document control

· Understanding the use and function of Quality Control Measuring & Testing Equipment

· Proficient knowledge of TruQC, MS Excel, Word and Outlook

Behavioral Skills:

· Ability to interact with individuals at all organizational levels; conducts self in polite and professional manner; actively listens to what others have to say and restates information to ensure understanding.

· Ability to apply organizational skills when given a project; ability to handle multiple projects simultaneously to meet deadlines.

· Resolve quality conflicts with Owner’s QA Representative or other project personnel directing excessive or unnecessary inspections outside the project requirements.

· Ability to maintain confidentiality and handle sensitive material.

· Possess excellent oral and written communication skills

Physical Requirements:

· *Must have Visual Acuity of Near Side 20/20 using a Jaeger #1 and a Far Side of 20/20 either corrected or uncorrected in at least one eye

· *Ability to physically climb stairs, balance on scaffolding, kneel to access small areas, crouch into confined spaces and work in excessive heat and/or cold environments due to site visits

· Frequently lift and or move up to 25 lbs., and occasionally lift or move up to 50 lbs

· Ability type on a keyboard and converse over a telephone

Qualifications

  • 5 years as Quality Manager or Field Engineer in similar work environment.
  • 10 years of experience within protective coatings & fire proofing industries in one or more of the following areas: qc inspector, field engineer or supervisor
  • Completed a two-day or 16-hour QCS course in quality control supervision specific to the protective coatings industry (SSPC / AMPP Q*uality Control S*upervisor)
  • Holds a current third-party coatings inspector certification at level 2 or higher through AMPP / NACE or SSPC
  • Ability to travel as required and obtain job security badges such as DOD, DOE, TWIC, Nuclear, etc.
  • OSHA 30 w/ solid understanding of OSHA and industry specific regulations
  • Additional current certs are preferred and not required unless a job specific requirement for the QCS
  • AMPP SSPC C3/C5 Certification

Project Quality Manager – Responsibilities Detail

Daily:

· Implementation of Quality Program supporting shop and field work fronts to ensure compliance with technical specifications for the installation of Protective Coatings / Linings, Intumescent Fireproofing and Concrete Repairs.

o Often time’s people may look for QA/QC on technical issues, but they should be directed to Field Engineering.

· Daily issuance of Measuring & Test Equipment (M&TE)

Weekly & Monthly:

Interface with the following for Contractual Deliverables, Quality Surveillances and Design Specification Changes, Paint Vendors Doc review & Technical Letters

· General Contractor (GC) Weekly = Possibly w/ Subcontractor Administrator or other project personnel.

· General Contractor Monthly or longer = GC or DOE Quality Surveillances

1. Daily Inspections & Reports (Measure, Test, Verify & Witness) in accordance with Inspection, Test Plans and work package hold points.

a. Field Application of Fireproofing

b. Shop Application of Fireproofing

c. Other work fronts for Special Coatings or Concrete Coatings

d. Submit Daily QC Reports to QC Manager for review & approval.

2. Receipt Inspections / COA_COC Approval / Inventory / Daily Issuance

a. Verify all batch numbers for each component against Cert of Conformance. Download in transit data logger readings prior to inspection. Complete Receipt Inspection Report.

b. Inventory in storage boxes. Data logger reports weekly

c. Notify procurement of low inventory items measured against min/max ranges

d. Abrasives material lot numbers & material manufacturing certs.

e. Help issue material via daily pick ticket request to ensure proper materials & components.

3. Participate & Record Craft Certification & Qualifications

a. Applicator Training for Special Coatings & Intumescent Fireproofing

b. Observe Proficiency demonstration (surface prep and paint)

c. Record the results and issue Applicator Cert

d. Track & Update Applicator Cert expiration dates to notify production supervisors.

4. Measuring and Test Equipment (M&TE) / Work Package Closure Review

a. Inventory and control log.

b. Ensure calibration certs are current with frequent interface with calibration lab
