The Social worker -PACT Social work Supervisor provides clinical and administrative oversight of primary Care Social work operations. PACT SW has many components that are complex and serve Veterans with high psychosocial and medical needs. The incumbent supervises the clinical Social work staff within the following :
  • PACT SW Main Clinic
  • Newark CBOC
  • Marion CBOC
  • Zanesville CBOC
  • Grove City CBOC
  • UCC SW

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
  • (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Physical Requirements: Eligible applicants must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others. Responsibilities:

The PACT Social worker supervisor works collaboratively with the Care Management/ Social Work Chief to leverage maximum operational effectiveness and oversight, as measures by program, facility and national outcomes. The Supervisor's specific areas of influence may include:
  • Full responsibility for all phases of social work services delivery for the above mentioned programs.
  • Coordinates staffing, work assignments, treatment services and admission criteria to the programs.
  • Assists the CMSW Chief with the programs' resource and fiscal management, including monitoring control points, participation in the development of the budget, operating within the budget and accounting for appropriated funds.
  • Responsibility for budgeting, staff scheduling, outcome measurement, workload management and review.
  • Performance appraisals, competencies, clinical staffing, Peer review and other delegated administrative tasks.
  • Assumes the supervisory and administrative responsibility for the management of the assigned staff who function within the PACT SW.
  • Assists in planning, establishing and implementing policies and procedures.
  • Developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the staff of the assigned program.
Work Schedule: M-F- 8:00 - 16:30
Telework: Available- Ad Hoc pending approval
Travel: Up to 25% may be required.
