The HUD-VASH Program Coordinator has significant personnel management responsibilities for professional and non-professional staff. The HUD-VASH Program Coordinator is responsible for the professional and administrative management of HUD-VASH team members. The HUDVASH Program Coordinator may also provide direct clinical services for Veteran's eligible for HUD-VASH services throughout the facility's patient care area.

Qualifications:

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/
    • Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment

  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Social Worker (Program Coordinator), GS- 13
  1. Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  2. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  3. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs.
    • Skill in coordinating and implementing one or more specialty program(s), across the facility.
    • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
    • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
    • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
    • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
    • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
    • Knowledge of organizational structure and impact on program operations.
Preferred Experience: Program management and supervisory experience. Knowledge of and experience with technical writing (developing SOPs), performance monitoring, change management. Experience working with people experiencing homelessness, substance use disorders, and mental health diagnoses.

Responsibilities:

Duties include, but are not limited to:
A. Administrative and Supervisory Functions
  • The HUD-VASH Program Coordinator has full responsibility for all phases of social work service delivery for the HUD-VASH program.
  • The HUD-VASH Program Coordinator supervises employees to accomplish the work of the unit. Incumbent provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs and opportunities for assigned staff.
  • The HUD-VASH Program Coordinator provides team leadership, conducting regular staff meetings to coordinate the provision of services in compliance with established policy and procedure.
  • The HUD-VASH Program Coordinator provides both administrative and technical supervision to the staff as assigned. The incumbent is expected to provide the full range of supervisory duties including: assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • The HUD-VASH Program Coordinator establishes guidelines and performance expectations for staff that are clearly communicated through the formal employee performance management system.
  • Ensures that program staff performs the following functions for program patients/consumers: screening/assessment, treatment planning/goal setting, referral to service providers, resource usage/development, advocacy, crisis intervention, education/health promotion and prevention, coordination of noninstitutional and institutional services and supportive counseling.
  • Incumbent duties include all administrative oversight and clinical responsibility for all programs under responsibility.
B. Clinical Functions
  • The incumbent conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters and on the streets, as well as those who are referred by VA residential programs and facilities.
  • The incumbent maintains current and establishes new relationships with other community-based service providers for the homeless, and when appropriate, represents VA at community service provider meetings.
  • The incumbent evaluates the veteran's situation, abilities and capabilities, and arrives at a reasoned conclusion regarding admission. The incumbent assesses at-risk factors and develops a preliminary plan, involving the veteran and family or significant others. Based on this assessment, the incumbent uses professional judgment and practice skills to formulate a treatment plan as part of the interdisciplinary team under the guidance of the Community Outreach Division Director.
  • The incumbent develops psychosocial treatment plans, actively involving the veteran and their family or significant others, in coordination with the interdisciplinary team members. Using known resources, the incumbent makes initial and continuing decisions coordinating the veteran's care through linkage and referral to VA facilities.

Work Schedule: 8:00 a.m.- 4:30 p.m.
Relocation/Recruitment Incentives: Authorized. May be paid to a Highly Qualified candidate. Highly Qualified Candidates are defined as 'candidates who possess unique skills and competencies needed to perform critical mission-essential functions'. Per OPM.gov, to be Highly Qualified, the candidates are considered by the Human Resources Office and the subject matter expert (selecting official) as being highly proficient in all the requirements of the job and can perform effectively in the position almost immediately or with a minimum amount of training and/or orientation. (Highly Qualified is not defined by years of experience alone). Refer to VA Handbook 5007, Part VI, Ch. 3.
Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)
