This is a full-time, on-site role for a Chief Compliance Officer located in Scottsdale, AZ. The Chief Compliance Officer will be responsible for establishing, operationalizing, and continuously improving the company’s compliance and risk management framework across all payment rails, onboarding processes, and financial operations.
This role will lead the design and enforcement of compliance programs aligned with U.S. regulatory requirements, including but not limited to KYC/KYB, AML/BSA, OFAC, PCI-DSS, and payments network rules (ACH, RTP, FedNow, Visa Direct). The CCO will work cross-functionally with Operations, Product, Engineering, Risk, and Executive Leadership to ensure compliance is embedded into all systems, workflows, and customer journeys.
The individual will oversee merchant onboarding compliance, transaction monitoring, and internal policy governance while ensuring readiness for audits, banking partner reviews, and regulatory inquiries. They will also partner closely with banking institutions, payment processors, and third-party vendors to maintain compliance across the ecosystem.
This role is both strategic and hands-on, requiring the ability to build scalable compliance infrastructure while operating within a fast-moving, startup-like environment. Continuous monitoring, reporting, and optimization of compliance controls will be central to success.
Key Responsibilities:
Design, implement, and maintain a comprehensive compliance program aligned with fintech and payments regulations
- Oversee KYC/KYB onboarding processes, ensuring regulatory adherence and operational efficiency
- Develop and enforce AML/BSA policies, including transaction monitoring, suspicious activity reporting (SAR), and risk scoring frameworks
- Ensure compliance with OFAC screening, sanctions programs, and fraud prevention controls
- Maintain and evolve policies related to ACH, RTP, FedNow, Visa Direct, and wire transfers
- Act as the primary compliance liaison with banking partners, auditors, regulators, and payment networks
- Build compliance reporting dashboards and deliver regular updates to executive leadership
- Partner with Product and Engineering to embed compliance into platform architecture (API, workflows, automation)
- Establish and manage internal audit processes and prepare for external audits and reviews
- Monitor regulatory changes and proactively adapt company policies and procedures
- Train internal teams on compliance requirements and best practices
- Oversee third-party compliance risk, including vendors and integration partners
- Support incident response, investigations, and remediation efforts when compliance risks arise
Qualifications:
- Expertise in Compliance Management and Regulatory Compliance, particularly within fintech, payments, or financial services
- Strong working knowledge of AML, BSA, KYC/KYB, OFAC, PCI-DSS, and U.S. payments regulations
- Experience working with sponsor banks, payment processors, and card networks
- Strong Analytical Skills for assessing compliance risks and implementing scalable controls
- Ability to operate both strategically and tactically in a fast-paced, growth-stage environment
- Excellent Communication skills to effectively collaborate with internal teams and external stakeholders
- Background in Finance, Risk, or Legal, with understanding of financial systems and transaction flows
- Experience building or scaling compliance programs in a startup or high-growth company
- Familiarity with AI-driven compliance tools, data pipelines, and automated monitoring systems is a plus
- Experience in digital payment solutions or related industries is highly preferred
- Advanced degree in Law, Finance, Business Administration, or related field preferred
