This strategic leadership position is responsible for planning, managing and maintaining public facilities and assets to support County operations and long-term capital improvement goals from concept through completion. The position plans, directs, performs, supervises, or contracts technical work related to facility operations to ensure the safety, reliability, efficiency, and sustainability of County buildings, campus landscapes, and associated assets. Responsibilities include ensuring continuity of operations for building systems and critical environments, while promoting operational efficiency and effective asset management. The position also plans and manages operating and capital budgets and oversees capital improvement projects.

Key/Essential Duties:

·   Leads in the development, implementation, and monitoring of an effective strategy to manage full lifecycle project planning, condition assessments, asset tracking, replacement forecasting, grant acquisition and long-term major capital improvement planning.

·  Develops the operating budgets, monitoring expenditures against plan and implements course correction when necessary; identifies opportunities for cost savings.

·    Plans, manages, and closes out projects including major capital construction, infrastructure upgrades, facility equipment replacement, and remodels.

·    Develops and implements maintenance schedules and procedures for County facilities and grounds including preventative maintenance, repair and replacement schedules.

·    Tracks performance and schedule of work orders, upgrades, maintenance and construction projects and related budgets.

·   Performs skilled, technical and administrative work in maintaining the facilities and equipment.  Illustrative but not exhaustive: seasonal upkeep and weather specific maintenance in groundskeeping, snow removal, building envelope monitoring, stormwater, etc.

·   Procures, contracts, obtains permits, coordinates maintenance calls for repairs, secures private contractors and performs supervision of contractor work. Illustrative but not exhaustive: plumbing, HVAC, and other equipment.

·    Facilitates the competitive bidding process for equipment and facilities, selection of vendors and contractors.

·   Coordinates closely with County leadership, emergency management, regulatory agencies, and the public to ensure essential County services remain functional during disasters, system failures, or adverse conditions.

·    Consults with County departments to ensure facilities are meeting the needs of the department and the public.

·   Prepares and presents progress reports to inform management of project status and any deviations from schedule or original project plans.

·   Interfaces with all County departments, elected officials, County Commissioners and the public.

·   Must be able to work a flexible schedule to address emergency situations including after hours, evenings, holidays and weekends. 

Minimum Education/Experience:

• High School Diploma or GED equivalent
• Age 18 or older
• 3 years of progressively responsible experience in facility operations and project management.
• 1 year of supervising others.
• Valid Colorado driver's license with acceptable motor vehicle record.
• Must pass CBI background check.

Preferred Education/Experience:

• Bachelor's degree in engineering construction management, pubic administration, environmental science, facilities management, or a relate field; or a combination of education and experience.
• 5 years of progressively responsible facilities, utilities, infrastructure, public works, or related management experience.
• Project management certification.
• Professional licenses or certifications in electrical, plumbing, HVAC water or wastewater operations, or related trades.
• Safety certifications such as confined space, hazardous materials, etc.

Pay and Benefits:

This position is full-time, exempt, with a bi-weekly salary range of $2,692.30 to $3,461.53, an annual equivalent of $70,000 to $90,000, DOQ.
