The Director of Finance and Administration is a Sr. Leadership role responsible for providing operational oversight of organization’s financial management, accounting, administrative operations, & business support functions. The Director ensures the organization maintains sound financial practices, effective internal controls, accurate & timely reporting, regulatory & contractual compliance, & responsible stewardship of organizational resources.

Working closely with the CEO, Board, & agency leadership, the Director provides financial analysis & guidance to support organizational planning & decision-making, acting as a resource to the agency regarding all fiscal matters. Must have strong communication & partnership across the organization to strengthen business practices, improve operational efficiency, & ensure financial processes effectively support program operations & the agency’s mission.

QUALIFICATIONS

•Bachelor’s degree in finance, business, accounting, or related field.

•Minimum 5 years progressive experience in finance, accounting, business operations, or administration.

•Experience managing a budget of at least $5M.

•Experience in a nonprofit organization, state contracting, managed care, or human services preferred.

•Experience with government, corporate/foundation grant financial management & compliance preferred.

•Strong financial management, analytical, organizational, & problem-solving skills.

•Demonstrated leadership & staff supervision experience.

•Excellent written, verbal, interpersonal, & professional communication skills.

•Ability to explain complex financial concepts & information clearly to individuals at all levels of the organization.

•Must pass all background checks, including Medicaid debarment.

•Hybrid work arrangement: must be able to work both remotely & in-person as assigned.

•Effectively use required & designated technology with minimal assistance to fulfill job duties including but not limited to hardware (i.e., computers, phones, etc.) & software applications (i.e., Microsoft Office, Outlook, SharePoint, Zoom/Teams, electronic health records, etc.). Strong proficiency with Excel. Demonstrates proficiency with accounting, billing & payroll software.

•Some travel may be required (~0-3% of schedule) to attend meetings/training/events. A valid driver’s license & adequate driving record are required; must remain insurable on a CGS auto insurance plan.

ESSENTIAL RESPONSIBILITIES

Financial Management & Accounting

•Plan, direct, & manage the organization’s finance & accounting functions, ensuring overall financial stability & sound financial practices.

•Oversee accounts payable/receivable, general ledger activities, payroll-related financial functions, financial analysis, Medicaid billing & eligibility, flex fund monitoring, & other accounting activities as assigned.

•Oversee financial reporting systems, accounts, & ledgers to ensure accuracy & compliance with generally accepted accounting principles, regulatory requirements, contractual obligations, & organizational policies.

•Maintain effective internal controls & safeguards related to revenue, expenditures, organizational assets, program budgets, & financial transactions.

•Ensure timely completion of month/year-end financial activities, including bank & balance sheet reconciliations, schedules, accruals, & related reporting.

•Analyze financial results, trends, & variances; make recommendations or corrective action as needed.

•Prepare & present financial reports, spreadsheets, analyses, & recommendations to the CEO & Board as requested.

Budgeting & Financial Planning

•Collaborate with the CEO & agency leadership to develop, manage, & monitor the organization’s annual budget.

•Coordinate required budget modifications & budgetary reporting in accordance with internal & external timelines & standards, including CGS, DCF, IRS, & Medicaid requirements.

•Monitor actual results against approved budgets, identify &explain significant variances, & recommend appropriate corrective actions.

•Provide financial information & analysis to support strategic planning, program operations, resource allocation, & organizational decision-making.

Audit, Compliance & Reporting

•Lead & coordinate the annual audit process, working with external auditors & assigned staff to ensure timely submission of accurate financial statements, reconciliations, schedules, accruals, supporting documentation, & related reports.

•Coordinate preparation & submission of the organization’s Form 990 & other required financial & regulatory filings.

•Oversee financial & compliance reporting associated with government & corporate requirements & foundation grants & contracts, as applicable.

•Lead the preparation & submission of components & documentation required for DCF contracts, including contract renewals & required financial reports, ensuring accuracy & compliance with established deadlines.

•Ensure expenditures & financial activity are appropriately aligned with applicable grant, contract, & program budgets throughout the relevant funding period.

•Monitor compliance with applicable financial laws, regulations, contractual requirements, organizational policies, & internal procedures.

Administrative & Business Operations

•Evaluate & improve business & administrative practices that affect financial performance, operational efficiency, & organizational effectiveness.

•Collaborate with internal departments to analyze/improve practices related to billable care management activity, flex funds, mileage, purchasing, referral agreements, technology expenses, contracts, & other operational areas with financial/business impact.

•Oversee assigned facility management & administrative functions & staff (not limited to office coordination, vehicle fleet, purchasing, property management, inspections, etc.).

•Maintains strong vendor relationships & contracts in coordination with other relevant staff & departments.

•Collaborate with HR & designated agency leadership regarding employee benefits, insurance, payroll, retirement plans, & other financial-related HR functions.

•Provide primary oversight of the employee retirement plan, including recommendations regarding plan details, compliance with applicable laws & policies, & coordination with plan administrators & related vendors.

•Demonstrate strong partnership & collaboration with agency leadership & staff to strengthen the integration of financial, administrative, technology, & operational processes.

Leadership & Staff Development

•Provide effective supervision, direction, & performance management of assigned staff.

•Clarify roles & responsibilities, leverage team strengths, & identify opportunities for professional development & training.

•Recruit, mentor, train, & retain a strong & collaborative finance & administrative team, while delegating responsibilities appropriately.

•Monitor & evaluate departmental practices & staff performance to promote effectiveness, accountability, quality, & continuous improvement.

•Maintain strong internal communication & collaboration across the organization & promote a positive, professional, & supportive work environment.

•Model integrity, credibility, professionalism, ethical conduct, & commitment to the CGS mission.

Executive, Board & External Relations

•Maintain timely, effective, & professional communication with the CEO regarding the organization’s financial condition, risks, opportunities, & operational needs.

•Participate in scheduled Board meetings & committees & provide financial information, analysis, & recommendations as requested.

•Support the Chief Executive Officer & Board in understanding financial trends, operating results, risks, & financial implications of organizational decisions.

•Professionally represent CGS & contribute to relevant workgroups, committees, & meetings with the NJ Children’s System of Care, Medicaid, DCF, & other system & community partners.

•Build productive working relationships with program & administrative leaders, helping departments understand & effectively apply financial policies/practices.

SKILLS & COMPETENCIES

•Strong knowledge of nonprofit financial management, accounting principles, financial reporting, budgeting, audit preparation, payroll, accounts payable/receivable, general ledger functions, & internal controls.

•Demonstrates knowledge of tax requirements, regulatory compliance, grant & contract financial management, & government reporting requirements.

•Medicaid billing experience preferred.

•Prefer grant management experience, particularly related to compliance, budgeting, & financial reporting.

•Demonstrated ability to analyze financial data & translate financial results into meaningful information for strategic decision-making.

•Ability to communicate complex financial concepts clearly & effectively to all personnel.

•Highly organized, analytical, detail-oriented, & solutions-focused, with strong judgment & problem-solving skills.

•Ability to identify trends, assess financial & operational implications, & recommend practical improvements rather than simply reporting results.

•Ability to work independently under the direction of the CEO, collaboratively as part of an executive leadership team, & effectively lead/develop staff.

•Ability to manage multiple priorities, meet deadlines, & respond appropriately to changing needs & time-sensitive requests.

•Strong leadership, interpersonal, managerial, & communication skills.

•Ensures compliance with applicable laws, regulations, organizational policies, procedures, & plans.

The salary range for this position is $103,000-$111,000.
