Position Description

Help Lead Agile Delivery for a Major Public Sector Transformation at CGI

Are you an experienced Business Analyst and Scrum Master who excels at bringing business and technology teams together to solve complex problems? CGI is seeking a Senior Business Analyst / Scrum Master to join our team supporting a large-scale public sector ERP modernization initiative. This role combines hands-on business analysis with Agile leadership, giving you the opportunity to influence both **what we deliver and how we deliver it**.

You’ll work at the center of a complex transformation, partnering with business leaders, Product Owners, functional experts, architects, developers, data teams, testers, change management professionals, and program leadership. You’ll help define future-state business processes, translate requirements into well-structured and actionable backlogs, facilitate Agile delivery, remove impediments, and keep multiple workstreams aligned toward successful implementation.

Location: Reno, NV (preferred) or Sacramento, CA — both are CGI office locations.

Work Model: Hybrid. Candidates may be based in either Reno, NV or Sacramento, CA and should be able to travel regularly to Carson City, NV, where the client site is located.

This role is expected to support an onsite presence approximately 3 days per week at a CGI office and/or the client site in Carson City, NV, depending on project and client needs. Onsite frequency and location may vary based on business and client requirements.

Your future duties and responsibilities

How you'll make an impact

As a Senior Business Analyst / Scrum Master, you’ll serve as a key bridge between business stakeholders and delivery teams while fostering an effective, collaborative, and continuously improving Agile environment.

Your responsibilities will include:

  • Lead business analysis and Agile delivery activities for a large-scale public sector ERP modernization initiative, connecting business, functional, technical, data, testing, and change management teams
  • Serve as Scrum Master and Agile facilitator, leading sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and other Agile ceremonies
  • Partner closely with Product Owners and stakeholders to develop, prioritize, refine, and maintain a healthy product backlog aligned with business objectives and implementation priorities
  • Facilitate **As-Is and To-Be business process analysis and redesign** across complex administrative and financial functions, identifying opportunities for standardization, simplification, and operational improvement
  • Lead the development and refinement of epics, features, user stories, acceptance criteria, business requirements, process documentation, and traceability artifacts across multiple implementation workstreams
  • Ensure requirements and user stories are clearly understood, appropriately prioritized, testable, and ready for delivery
  • Coordinate requirements, risks, issues, and dependencies across functional configuration, integrations, data conversion, reporting, testing, and organizational change management workstreams
  • Identify and help remove delivery impediments while proactively escalating cross-team dependencies and risks that could affect sprint, release, or program objectives
  • Apply Agile and Lean practices to improve workflow, delivery predictability, backlog health, team collaboration, and continuous improvement
  • Track and communicate delivery progress using appropriate Agile metrics and indicators, helping teams and leadership identify trends, constraints, and opportunities for improvement
  • Facilitate stakeholder workshops, discovery sessions, planning activities, and decision forums involving business SMEs, Product Owners, architects, developers, data teams, testers, and program leadership
  • Support **System Integration Testing (SIT) and User Acceptance Testing (UAT)** through requirements traceability, test scenario development, defect triage, issue resolution, and validation that delivered functionality meets business needs
  • Support implementation readiness through stakeholder engagement, training coordination, communications, business readiness, and transition planning
  • Foster a collaborative and accountable team environment focused on continuous improvement and delivering meaningful business outcomes

Required Qualifications To Be Successful In This Role

What you'll bring

  • Bachelor’s degree or an equivalent combination of education and professional experience
  • **7 years of experience** supporting complex enterprise technology implementations, including significant experience in business analysis and Agile delivery
  • Hands-on experience serving as a **Scrum Master, Agile Lead, Senior Business Analyst, Product Owner, or similar delivery role** within complex technology programs
  • Demonstrated experience supporting a **large-scale ERP or enterprise system implementation**, preferably within state government or another complex public sector environment
  • Strong knowledge of Agile/Scrum principles and practices, including sprint planning, backlog refinement, daily stand-ups, sprint reviews, retrospectives, and continuous improvement
  • Demonstrated ability to facilitate Agile ceremonies, coach teams, remove impediments, manage dependencies, and improve delivery effectiveness
  • Strong experience with business process analysis and redesign, including development of detailed **As-Is and To-Be process models** across multiple business functions
  • Demonstrated experience managing complex requirements and product backlogs, including epics, features, user stories, acceptance criteria, prioritization, and requirements traceability
  • Experience partnering with Product Owners to refine, prioritize, and maintain backlogs aligned with business objectives and delivery priorities
  • Experience coordinating across multiple interdependent implementation workstreams, including functional configuration, integrations, data migration, reporting, testing, and organizational change management
  • Hands-on experience supporting **SIT, UAT, defect management, and end-to-end requirements traceability** within a large implementation
  • Experience using Agile delivery and collaboration tools such as **Jira, Azure DevOps, Rally, or similar platforms**
  • Strong facilitation and stakeholder management skills, with the ability to align executives, Product Owners, business SMEs, and technical teams around priorities and solution decisions
  • Excellent written and verbal communication skills, with the ability to translate effectively between business and technical audiences
  • Ability to navigate ambiguity, manage competing priorities, and drive progress within a complex transformation environment

Preferred Qualifications

We’re especially interested in candidates with experience in one or more of the following:

  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master, or another recognized Agile certification
  • Experience supporting **state or local government ERP modernization initiatives**
  • Experience with complex financial, administrative, procurement, budgeting, or related ERP business processes
  • Experience applying Lean and Agile practices to improve delivery flow, team performance, and predictability
  • Experience working within scaled Agile or multi-team delivery environments
  • Prosci, ACMP, or another recognized Change Management certification
  • PMP or another recognized project management certification
  • Experience supporting organizational readiness and change activities associated with large-scale technology transformations

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 $198,400.00.
