cFocus Software seeks a Sr. Business Analyst to join our program supporting the Equal Employment Opportunity Commission (EEOC). This position is onsite in Washington, DC. This position requires a Public Trust or the ability to obtain a public trust clearance.
Qualifications:
  • Bachelor's degree in Business Administration, Information Systems, Management, or a related field; in lieu of a degree, a minimum of eight years of relevant professional experience performing business analysis, requirements management, process improvement, and stakeholder engagement activities.
  • Current Business Analysis certification.
  • Demonstrated experience supporting enterprise-level information technology and business transformation initiatives.
  • Demonstrated experience in business process analysis, requirements management, process improvement, stakeholder engagement, and facilitation with technical and non-technical audiences.
  • Qualifications and experience necessary to perform as a FOIA Systems Analyst, including support for FOIA processes, case management systems, reporting, records management, and continuous improvement.
  • Strong written and verbal communication skills and the ability to translate business needs into actionable requirements and technical concepts into clear business language.
  • Knowledge of business process modeling, workflow analysis, use case management, requirements analysis methodologies, SDLC practices, and Agile principles.
  • Professional command of the English language and the ability to work effectively with business representatives, department leadership, FOIA personnel, OCIO staff, development teams, and Government management.
  • Ability to work full-time on-site at EEOC Headquarters during the required operating window and perform occasional approved local or domestic travel or weekend support, as needed.
  • Must currently possess or be able to favorably complete the required five-year employment background investigation for a Public Trust position, normally initiated through Standard Form 85P, and meet applicable OPM suitability standards.

Duties:
  • Lead business process analyses, workflow assessments, requirements-gathering sessions, stakeholder interviews, workshops, and fact-finding activities.
  • Identify, document, validate, prioritize, and manage business, functional, operational, and system requirements throughout the project lifecycle.
  • Serve as the liaison between business units and technical teams, translating business needs into clearly defined requirements and explaining technical concepts to non-technical stakeholders.
  • Develop and maintain business process models, workflow diagrams, process flows, use cases, requirements documentation, and related analysis artifacts using tools such as Microsoft Visio.
  • Assess current and proposed business processes for effectiveness; identify gaps, redundancies, inefficiencies, manual activities, and integration challenges.
  • Recommend solutions that improve operational performance and measurable business outcomes, including shared services, workflow streamlining, automation, modernization, reduced duplication, and enhanced system integration.
  • Evaluate business applications for alignment with organizational goals, operational objectives, statutory requirements, and customer service expectations.
  • Maintain an inventory and assessment of agency applications, capabilities, dependencies, and anticipated future business needs.
  • Incorporate cross-functional and interdepartmental dependencies into project planning and requirements development.
  • Distinguish validated business requirements from desired enhancements or stakeholder preferences and communicate those distinctions to OCIO development teams.
  • Review and validate project requirements and proposed solutions to confirm that they meet business needs and deliver measurable value.
  • Collaborate with stakeholders throughout the project lifecycle to maintain alignment with objectives, approved requirements, deliverables, and expected outcomes.
  • Apply use case management, business process modeling, requirements analysis, standard system development life cycle methodologies, project management practices, and Agile principles, as applicable.
  • Support the administration, operation, enhancement, and continuous improvement of the EEOC FOIA program and its supporting information systems.
  • Analyze FOIA processes and applications and recommend improvements to efficiency, transparency, reporting capabilities, records management, workflow automation, and customer service.
  • Support the implementation, configuration, testing, maintenance, integration, and modernization of FOIA case management systems and related technologies.
  • Prepare accurate, complete, and timely status reports, requirements packages, process documentation, recommendations, and other project artifacts for EEOC customers and the COR.
  • Maintain current professional knowledge and complete required training relevant to assigned competencies and EEOC systems.
