What are the responsibilities and job description for the Director of Procurement position at CEVA Logistics?
YOUR ROLE:
- Responsible for Sourcing capacity to meet business requirements: qualify new carriers through comprehensive assessment framework, lever dynamic sourcing capabilities, optimize supply / demand management
- Lead the Procurement & Fleet management regional team and collaborate with the Ground Regional leadership team to implement and manage/lead at Regional level
- Drive transport cost savings on all spend categories: achieve balanced mix (cost, capacity, quality, flexibility) in every country, control preferred suppliers compliance.
- Ensure robust carrier management: control carrier onboarding and compliance, secure vendor commitments, manage carrier service performance.
- Lead the regional and local transport procurement organizations to achieve function’s missions (sourcing capacity, driving transport cost savings, managing carrier relationships)
- Define the transport procurement strategy and objectives in line with Ground & Rail product strategy and Global Ground and Rail Procurement strategy
- Ensure transport procurement organization & resources are aligned with strategy, provide necessary coaching
- Lead the procurement community (regional team and in dotted line country procurement managers) to animate the teams, manage monthly business reviews and action plans
- Determine savings targets in line with Ground & Rail budget and ensure realization by:
- supporting and tracking local initiatives
- driving negotiations with global suppliers (parcels networks) and strategic regional suppliers
- Enable the transport procurement organization by developing tools & methods, leveraging local best practices and ensuring adoption
- Assessment framework for new carriers qualification
- Carrier onboarding, compliance and contract management solutions
- Supplier relationship and performance management
- Preferred suppliers catalogue
- Supplier partnership programs (fuel, maintenance, leasing)

- Achieve balanced mix (cost, capacity, quality, flexibility)
- Perform flow optimizations on regular and recurrent flows in collaboration with forwarding team enabling better procurement
- Ensure purchased transportation is addressed holistically with operations
- Define optimal rate structure based on service type
- Integrate supply and demand management across operations
- Drive and support the asset right (operator/Integrator/mix) strategy to deliver best solution in consideration of the context of clients needs and suppliers’ capabilities considering the local market situation (competition, capacity…)
- Support C02 emission reduction thanks to flows diversification and optimization (giga trucks), development of multimodal transportation and green energies usage within our managed fleet and preferred carriers.
WHAT ARE WE LOOKING FOR?
- Forwarding Education
- Supply Chain, Lean, Engineering or Transportation training – be it specific theoretical and practical training or ‘on the job' training
- BA/BS – Supply Chain, Engineering, Transportation, Management or Administration
- Master’s degree in engineering / business / Transport / supply chain management
- 10-15 years’ experience in Transport procurement & operations within a shipper or a 3PL
- Specific experience in brokerage / freight forwarding operations is a plus
- Expertise in procurement strategy and negotiations
- Knowledge of different transport services and subcontracting models
- Track record of delivering savings
- Experience in managing Transport related continuous improvements and/or IT projects
- Very good knowledge of Transport operations and Freight Management operations
- Leadership skills and ability to motivate and provide visions to individuals and teams
- Negotiation skills adaptable to the cultural context of the other parties
- Knowledge and experience with Procurement techniques and Fleet management
- Change management knowledge and experience
