What are the responsibilities and job description for the lieutenant position at Centre County Government?
Essential Job Functions:
- Adheres to all facility policies, procedures, and directives, as well as, all applicable laws. Ensures that all staff adhere to these requirements.
- Supervises and directs the activities of the Corrections Officers.
- Reviews the preparation, accuracy, and completeness of all reports.
- Briefs the incoming Lieutenant(s) and Corrections Officers on all pertinent routine and extraordinary information.
- Conduct ongoing training of staff.
- Reviews paperwork for accuracy and completeness in regard to inmate's commitments, temporary releases, transfers, and/or permanent releases.
- Maintains petty cash box and prepares related reports.
- Assures proper standards of sanitation and security are being followed.
- Participates in non-professional counseling of inmates on situational problems.
- Observes and reports changes in personality, demeanor, and degree of program participation.
- Follows established procedure or otherwise prudently acts in crisis intervention and prevention when necessary.
- Responds to emergency situations and directs staff calmly and decisively. Follows facility policy or otherwise acts prudently. Directs staff to request outside emergency assistance when necessary.
- Conducts inspections to ensure that Corrections Officers are alert and diligent in the performance of their duties within facility policies and procedures.
- Takes, receives, and checks periodic counts of inmates.
- Processes all bail paperwork and payment at the facility when court offices are closed, and forwards appropriately.
- Receives and resolves inmate complaints before escalating to higher administrative levels.
- Participates in inmate disciplinary procedures through supervision of Corrections Officers, approving and processing all disciplinary transfers and reports, and acting as chairperson of misconduct hearings.
- Oversees inmate movements to ensure that facility policies and procedures are enforced, and security standards are maintained.
- Supervises and directs staff in searches, to include clothed and unclothed body searches, cell searches, property searches, and area searches.
- Observes individual visitors and groups in order to prevent introduction of contraband and inappropriate conduct/contact with inmates.
- Directs, supervises, and appropriately documents any use of force within the facility.
- Investigates issues involving staff and inmates, reports findings to facility administration, and recommends appropriate actions.
- Recommends staff for promotion, commendation, reassignment, and corrective or disciplinary actions where appropriate.
- Provides feedback to subordinate employees on daily tasks, as well as, probationary and annual performance evaluations.
- Interacts daily with internal and external departments, agencies, and the general public.
- Assists in the escort and transport of inmates as necessary.
- Attends meetings and trainings as required.
- Updates computer data base and records as needed.
- Recommends revisions of policies and procedures when required.
- May serve as Lieutenant in charge of one or more of the following Corrections Emergency Response Team, Emergency Operations Planning, Gang/Security Treat Group Awareness, Key Control, Property and Commissary Management, Inmate Grievances, or Program Review Committee.
- May be designated for on-call duties.
- Performs other job-related duties as assigned and required.
