What are the responsibilities and job description for the Assistant Director - Budget and Finance position at Centre County Government?
Essential Job Functions
- Supports the County's annual operating and capital budgets process. Coordinates budgetary information with the Controller, Treasurer, and other elected officials and department heads; amends the budget as approved by the Commissioners.
- Assists with the development and updates of a multi-year operating and capital budget.
- Coordinates entries into the County's Enterprise Resource Planning (ERP) system and approves transactions consistent with policy.
- Creates financial reports, including cash flow analysis and actual expenditures vs. budget.
- Implements accounting and financial management policy and procedure.
- Liaison with the Controller's and Treasurer's offices and all departments with regard to financial management matters.
- Identifies process improvement opportunities and makes recommendations to assure a stable fiscal structure within the County.
- Conducts inquiries and aids the Commissioners and staff regarding financial decision and special projects.
- Assesses the County's financial position and creates periodic reports for departments, including grant-in-aid agencies.
- Monitors compliance with federal, state, and local accounting principles, procedures and financial record-keeping requirements.
- Manages the County's purchasing and inventory control procedures and proposes recommendations in connection therewith.
- Assists with the implementation of financial software within the County in cooperation with the County's Information Technology department.
- Monitors vendor contracts to assure compliance and consistency with County policies and goals.
- Establishes working relationships with vendors and develops procedures for verification and approval of purchases within the County.
- Conducts studies of economic, business, and financial conditions and their impact on the County's revenue and capital investments.
- Reviews contracts and/or projects for their financial impact prior to recommending same to Commissioners.
- Coordinates with departments to assure maximum reimbursement from grant-funding sources for County programs.
- Oversees the reconciliation of all assets for capital and other financial reporting.
- Participates in meetings as appropriate.
- Attends seminars, internal and external meetings relating to financial operations as necessary.
- Performs other job-related duties as assigned by County Administrator and Commissioners.
- Performs special projects as assigned by County Administrator and Commissioners.
