The purpose of this position is to transport and support the Core Outreach Tearn efforts. The primary duties of this position include transporting VAMC personnel, equipment, supplies and other items essential to support the Core Outreach Team (COT) and local VA Medical Center, as part of the Rural Health Initiative (RHI) Program. This position will also backup other motor vehicle operator needs of the host facility.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements. Works in all weather conditions. The duties performed by incumbent consists of moderate to heavy physical effort in climbing in or on vehicles; trailers, cars, or vans to toad, unload or tie down material and equipment; may include pushing and pulling carts, and wheelchairs, lifting equipment, supplies, etc.; and driving long hours on trips. Incumbent must be physically sound and have good coordination of eyes, hands, feet, and vision and depth perception. Incumbent must be mentally alert to traffic hazards and dangers of the highway.

Working Conditions. Operates vehicles in all types of traffic and weather on public toads (or the equivalent); exposed to the danger of serious accidents, heavy traffic, and highway speeds over complicated road and Interchange systems. Incumbent may be exposed to dirt and fumes and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle, Incumbent may also be exposed to patients and linen with all types of diseases, viruses, etc. Incumbent performs other related duties as assigned, which may include snow and ice removal during extreme circumstances or emergency situations. Incumbent will also work in an office setting while maintaining vehicle log and maintenance information.

Responsibilities:

Major duties and responsibilities include:
  • Required to operate the following types of equipment and vehicles such as a 35- passenger bus, vans (including wheelchair vans), trucks, station wagons, sedans and other necessary equipment.
  • Will drive and maintain the rural health mobile clinic vehicle which has an approximate weight of 29,500 pounds.
  • Operates gasoline or diesel-powered vehicles over Federal, state, and county roads and city streets in all traffic conditions, and is required to load and unload vehicles.
  • Responsible for dispatching of General Services Administration (GSA) vehicles, coordination with service shop and/or maintenance and repairs; for keeping vehicles interior and exterior clean; for all record keeping of fuel, mileage, and reports to the GSA Motor Pool; and the accuracy of the monthly GSA billing.
  • Collects and files all completed motor vehicle trip tickets.
  • Transports VAMC personnel, medical equipment, supplies, linen, mail and other items essential to the operation of the COT and assigned Medical Center.
  • Loads and unloads equipment and materials, assuring that cargo is protected from the weather and secured to prevent falling. All vehicles are driven off station and are regular and recurring functions of this position.
  • Responsible for aspects of the mobile clinic vehicle to include maintenance, driving, trip planning due to size of vehicle, waste disposal and setup.
  • Additional duties may include administrative support, when time permits. Such duties include, but are not limited to, assisting with clerical assignments in a variety of general support areas (i.e. data entry into VISTA; receiving and directing callers and visitors as needed; receiving, collecting and delivering mail as needed; copying and completing forms and questionnaires; data retrieval, compilation and dissemination).
  • Performs other related duties as assigned.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
